This War of Mine is kinda similar in that both games hit you with the same sort of oppressive feeling that you're powerless to really change anything. But instead of playing as a border guard in Not The Soviet Union, you're playing as a group of civilians in Not Sarajevo during the middle of a war.

This War of Mine recently released. but it meets all you have asked for. For the price, it is a huge deal, considering the waves it made in the PC world.
The reviews of This War of Mine seems quite good. I do have a tablet, but is there a similarly styled game that runs on smartphones?
Edit: Is it very similar to Rebuild 3 as well? I've played Rebuild 3 and enjoyed it so probably looking sth along the lines of both.
If it's not showing up when you search for "This War of Mine" on your phone/tablet, it may not be compatible with your device.
Edit: The mobile version was targeted at tablets from what I've read, so the developers have probably set it to only be compatible with tablets.
This War of Mine. You play as survivors in a war-torn city, having to scavenge for resources and build your shelter up to survive attacks and Winter. You can trade, loot, or kill other NPC's which have long-lasting effects throughout the game. I recommend this game very much if you're looking for a "hardcore" survival RPG. It's $15 dollars but keep in mind that this is the port of a PC game, so you're paying for a completed game with lots of content. Feel free to ask if you have any questions.

Awesome. Awesome. I'm speechless! It is absolutely beautiful. The sound, The graphics, The concept.
In many ways, it is similar to This War of Mine, an Android game. Tests your conscience and humanity.
Definitely a 10/10 in my opinion. Shared it as a tweet.
Possibly not the kind of survival you had in mind, but it'd be remiss of me not to recommend <strong>This War of Mine</strong>. It's a strategic game, giving you a group of civilians to take through a siege in a civil war. It's bleak, but worth a look.

I've not played it, but every in depth review of This War of Mine basically says it gave them PTSD. Supposed to be a very good, yet harrowing experience.

- This War of Mine - This game is simply amazing. Only compatible with a tablet, but if you have one do yourself the favor and get this game.
- Repulze - Do you remember playing F-Zero? Then this is perfect for you.
- Adaptxt Keyboard - A viable alternative to the few highly pimped keyboard apps on the market. Had stopping, customization of the keyboard, personalized dictionary support, quality prediction, and spell checking. It also has a a feature I've not seen elsewhere, multiple word prediction. Start typing "Hey" and it will give you the option to flick up from that word to "how are" as it begins predicting what you're most likely to be writing for someone.
- Current Flow Ths is a great and really relaxing ambiance from the soundtrack. Game play is simply and enjoyable for a pipe flow game.
- Halo Channel - Best way to get your Halo news.
- Motorsport Manager - Still a ridiculously fun and slick management type of game for the formula one racing fan.
- Slide for Reddit - A new contender in the Reddit App field. The Dev is highly active in the site and is willing to consider most any options. It's completely ad free and has a ton of potential. Give it a shot and ET the Dev know of any bugs you hit.

Frankly, while I admire it for making it work as a board game, I do feel the atmosphere and emotional impact gets cut short by not experiencing the video game first.
You can get it for example on Steam, gog.com (they seem to only have The Little Ones, the variant which makes it even less fun because now you have children as survivors...) or the Google Play Store.
This war of mine was $14.99 now $3.99. the IAP is for the expansion. there is no consumable IAP
I'd recommend This war of mine. Although it doesn't seem complex it actually is. A lot of fun too.

This war of mine: Not 2 bucks, but 12. Still very good for this price. It's good on PC, it's good on mobile. Might be better on a tablet.
Pandemic: The board game: 4 bucks. Adaption of the very good boardgame
Lara Croft GO , Hitman: GO, Deus Ex GO: All one buck each. Puzzle games. There are microtransactions for tips but anyone with a working internet connection can just google those tips or solutions if needed and save that money.
Westport Independent: 1 buck. A censorship simulator.
Reigns: 3 bucks. You can also get the "sequel" Reigns: Her Majesty for the same price. Be a king (or queen), reign as long as possible by making decisions "tinder-style". That means swiping right or left.
80 days: 5 bucks. Narrative game based on "Aroudn the world in 80 days" with high replay value.
Castle of Illusion: 5 bucks. Remake of the Sega Mega Drive classic.
10000000 and You Must Build A Boat: 3 bucks each. Very good match 3 games.
Gemini Rue: 4 bucks. Point-and.click adventure game with a thick atmosphere and nice art style.
Punch club: 5 bucks. A boxing management game.
Ridiculous fishing: 3 bucks. You can probably guess what this is about.
The Banner Saga and its sequel (third one coming this summer I think): 11 bucks each. Extremely good strategy roleplay game.
