Long time r/android users would remember aix weather widget . The developer stopped updating it after June 2016.
Recently, came across a worthy replacement on r/androidapps named Metrogram . The widget is extremely feature rich and customizable. Will highly recommend!
I use AIX weather widget for similar reasons. I only wish it could scale up from 1x4. I think another row would be really useful sometimes.

Let's be honest: If you need to know the current weather, you can look out of the window or tilt your head up. That's no extra information there. But knowing the next few hours, well that's actually interesting to know, allowing you to plan in the morning and whether you want to go out for lunch, etc.

If you could do something like that, but with windspeed and intensity a la the wind direction/intensity arrows Google weather view uses - https://www.google.co.uk/search?q=San+Diego+wind+forecast that would meet all of my needs in an intuitive interface.

Just have to give a shoutout to my favorite widget that I've been using since Froyo (almost 9 years?!): AIX Weather widget.
You can place and move to your heart's content.
Personally, I keep only AIX weather widget on my homescreen. Most of my activities are either done in reaction to notifications or by going to the app drawer for my apps. I know what I want to do at that moment and even when putting shortcuts on my homescreen, I still go in the app drawer.
I have tried loads of things from highly customized launchers and fun use of widgets, but in the end it was all just clutter. Others will have different tastes though, so all I can really say is, experiment.

You should be able to find widgets if you long press on the home screen. You should be seeing 3 new options with are Wallpapers, Widgets and Settings. If you press widgets you get to see the available Widgets. If you still don't see any widgets you could for example install this app and see if that widget shows up.
Second your Norway suggestion; I've used the Aix Weather Widget on my phones for years, it gets its data from the Norwegian Meteorological Institute, and it tends to be the forecast I trust more than the rest. It's especially good for accurately warning about the risk of rain showers.

If you use Android I cant highly recommend enough AIX weather widget. Its a widget that goes on your screen and gives you weather for the next 24 hours in a nice chart format. So you can see temp rise and drop, bars showing min max rain. So the night before you have a quick glance at your screen and you can see if the weather goes below zero and for how long and at what times. Really handy.

On my phone I use two:
AIX weather widget - tells me the expected temperature and precipitation over the next 24 hours.
Instant Radar - One click brings up animated weather radar. Good for knowing if you need to grab a coat before going on a stroll.

AIX Weather Widget is by far the best widget I've seen. Totally clear what's happening in the next 24 hours if that's your requirement.
I really like Aix Weather (Widget). It give me all the info I need right from my home screen. If I need more I use Google Weather. The best part about how Aix is laid out is with it's graph to show you just how much precipitation is expected, not just if it will or not.

I really like how the Aix Weather Widget looks. You can customize it to the way you want. I think it has a high information density given how small it is while still looking fairly clean and simple.
I think this was recommended by someone on here but I've been using Aix Weather Widget (think it's Android only) for the past month with very good results.
If you have an Android phone (not sure if this app is available on iphone/windows) my go to weather app is AIX https://play.google.com/store/apps/details?id=net.veierland.aix Its a hand widget that displays in a graph form the temperature, cloud cover, chance of rain, and the amount of rain, for the next 24 hours.
Ever since I was cycling to work, and now riding to work, this app is amazing for if I should wrap up warmer, should I take waterproofs (well I always pack them, but its more about should I put them on before I leave the flat)
If you do have an Android phone give AIX a try, its incredible.
And to be clear, its a widget, so you will have to put it on your screen, rather than open it as an app. I always have it on my main screen.
I use Accuweather's hourly forecast when I need to know whether to bring an umbrella or if I'll need a hoodie. I wish I had a better hourly source for weather forecasts but haven't really made the effort to compare them all. Open to suggestions.

Have you tried using the open API of the Norwegian Meteorological Institute? They offer hourly data for almost all of Europe free-of-charge for commercial use.
I know about this API because it's used by my favourite weather widget.
The API is very easy to use as well. For example here's the hourly prognosis for Hamburg, Germany.

I use AIX weather widget because it presents chart instead of icons. It's usually very accurate.
