Why on Earth are you trying to use a cycle-accurate emulator on a performance-constrained device?
Just use Snes9x. It's more than accurate enough- bsnes/higan is only really necessary with a small number of edge cases, and comes with system requirements an order of magnitude higher.
Which, obviously, is fine- if you're on a desktop-class computer. But a smartphone? No reason to not use Snes9x.
Frankly, I'd recommend just using Snes9x EX instead- it's pretty much the gold standard for SNES emulators on mobile.

They're both pretty solid emulators and work with the shield controller. To get ROMs you'll need to search around for download sites or torrent them, but they're really not that hard to find. Throw the ROMs on a USB stick, put that into the Shield and fire up the emulator and you're good to go.

What I'm curious about is if a Bluetooth controller that is Bluetooth connected to the Chromebook will work so I could play Super Mario Brothers on the emulator. If that works I will buy one of those Chromebooks this afternoon

EDIT: derp, should have mentioned this first, but there's also an Android version of FF6 for $16. The above method is the way I do it, but I'm used to the SNES version.
Well theoretically any SNES emulator will be able to run any romhack. Even the original SNES is, as long as the hack doesn't exceed the limit of the hardware itself and was designed with that in mind. The only restriction will be for old romhacks, which generally don't work well on accurate emulators (all the more modern emulators you'll find today like Snes9X and Bsnes) nor on the original hardware itself.
The best free SNES emulator on Android probably is Snes9x EX+, it has a simple interface and has no ads. A more complete one is RetroArch, it also can emulate many other systems (NES, Nintendo 64, PS1, PSP, etc) however it is not suitable for beginners.
The easiest way is to apply the hack file to the original rom using a computer and then transfer the rom to Android and play, applying directly on Android can be a bit more work or confusing. If you can a gamepad is also recommended, as the touch control is bad for platform games.

Those are some of the best from what I'd consider the best system ever.
SNES9x is free on Android as well. The guy who ported it charges for all his other emulators but the license agreement around SNES9x doesn't allow it to be a paid app.
If you really wanna try it i would suggest getting an emulator and ran those games in their original styles. A lot of the mobile ports and even pc ports have this weird 'updated' sprite that looks too smooth and shiny which ruined the original 16-bit art style which makes up a lot of its charm.

If you want to try on NDS emulator, i would recommend Drastic from the appstore. Chrono Trigger works amazingly well on the NDS version along with Dragon Quest 5 and Dragon Quest 9. Pokemon is also a decent-ish place to ease into Jrpg though the series is lacking in terms of storytelling but the charm of it came from the world building and ofc catching Pokemons.

I don't actually know the answer to your question, but afaik snes emulation should work on any half-decent phone, probably even not half-decent. Probably get something like Honor 7x, Moto g5+, or one of the other commonly recommended ~$200 budget phones. Let me double back for more detail; I had removed the Happy Chick apk and use HAL launcher instead. so it wasn't exactly stock image, slightly modified but still using the manufacture ISO
I was running SNES 9x, most games were fine. Super Mario World, Super Castlevania (at times), Donkey Kong 3 were a few that I noticed a stagger. It wasn't unplayable by any means. just hiccups from time to time.
GPD has increased the specs on the latest model too. so it likely wont be an issue moving forward. The GPD XD CPU is rated for 1.8GHz but locked at 1.4GHz on the manufacture ISO. possibly to extend life of the device, who knows.

As another user stated, the legacy ROM I used cannot be implemented on the new systems.
So I finally got around to trying SMT 1. Done my research, applied the orden and automap patch on a japanese rom of the game and I am using THIS for an emulator on my android device. It's pretty smooth but the problem is it already crashed on me 3 times now during a test run and i had to start over. Did this happen to anyone else? First, it crashed near the armor shop, the second time it crashed as soon as I went into the mall or whatever, and the third time it crashed after that guy got offed by the preta and dropped the knife. So what should I do? Should I just keep going and save as often as possible? Or should I get a different emulator/rom?

The EX ARMv7 is for Performance, while the EX+ ARMv7 is for Accuracy which is the same one found on the Play Store.

There are none. Drastic is the best but does not support it. I have been playing SNES9X with two controllers and it's a great time. Why not play Mario Kart on that? You can also play the Gameboy Advance version using VGBA Next.

Never heard of SNESDroid. Try SNES9x EX+ instead. It's free, and based on the second most accurate SNES emulator available (the most accurate being Higan, and too intensive for Android).
In SNES9x EX+, back prompts you to quit and you can save state from the back menu or via an assigned key or on-screen button (I think) depending on how you configure it.

I highly recommend this. It's a port of Snes9X, which is, in itself, a great emulator outside of Android, and it works extremely well. I've never had a problem with it, at least.
Super Mario World. Generally considered to be one of the top two or three 2d Mario games. You should definitely play it. Download Snes9x for pc (highest version number for windows) or android and the Super Mario World rom. Plays best with a controller.

I don't have the answer to your question, but I believe the "oid" emulators are pretty outdated. A couple months ago someone tested android emulators I'll link them if you're interested.

As a first time player, from the surface earthbound seems like a colorful RPG with colorful graphics and wacky enemies (where else are you going to see giant talking moles) but it has a deeper storyline and meaning to it since it deals with the concept that friendships will eventually be memories that we will cherish and withstand the winds of time, we also deal woth the concept of growth and ascending to maturity when the final stages of the game are reached, eventually we reach the cave of the past where we are surrounded by enemies along with the idea that this could be a failure or the fear of not having enough supplies or HP/PP, to me the true horror of the giygas boss battle is the fact that he is't a physical being with limited health that we can just PK away but more of a manisfestation of his full power and his ability to make us fear him due to the fact he could kill any important squad members and making us run out of PP during the pokey battle thus preventing us from reviving our teammates
The time when our only hope is praying shows us the connections these side characters really mean to our characters really comes into play once you realize that these characters are friends,brothers,sisters and even strangers that helped us along the way are now asking from the bottom of their hearts for ness and his friends wellbeing and sending them the power of knowing someone out there cares about you and is waiting for you once this ordeal is over...

Either use something like SNES 9x+, SUPER RETRO16, or for a more advanced setup try RetroArch with the BSNES core.

The xperia play would be perfect for you then. It's much smaller than the PSPs but is carries more power under the hood. You can install emulators for various systems (not just psx) through the play store (even n64 which can't be done on a psp), it's running Android after all. It also uses the standard microsd cards which are cheaper than the proprietary PSP memory sticks.

Lots of good answers here. If you are very new to emulation, get SNES9x EX+, its free. It doesn't have to many settings. And it will work fantastic.
If you want something more versatile with more customization that isn't overwhelming, Lemuroid is a good choice.
If you want something with maximum versatility, but also the steepest learning curve, try retroarch. I recommend downloading from their website because the playstore version can lag behind on it's version. You can download it here. You can run RetroArch on Nintendo Switch, it comes with at least two SNES emulators based on Snes9x but they seem to have mid to low accuracy. RetroArch's SNES emulators are also available for Nintendo 3DS, PSP, Android and iOS. Snes9x EX+ might be a better alternative if you want to play on Android though. bsnes and higan are often regarded as the best SNES emulators out there but they are not available on mobile platforms. if so, follow the BOT's msg;
you must use one of the 3 translations on the romhacking website (I never played this game and I don't know the translations, I am only indicating the sources that are normally more secure) and finally it should run on Snes9x + for android.
I also have no experience on android, but in general there are two ways to patch a snes rom: (1) hard patch [using programs, usually for Windows], (2) soft patch [with simple use of file renaming and zip compression if the process is accepted by the emulator].
the tool Flips (Floating IPS) is usually recommended and sufficient for hard patch on Windows.

I'm not super familiar with Retroarch, and haven't really used it since 2013-2014, but I found this.
Seems like to get a controller working you have to enable an autoconfig, select your controller (or create a new config if not found), and then manually save the controller configuration for loading? It doesn't autodetect and load the controller it seems, need to manually load it at launch, unless I'm reading this wrong.
There's also a big list of "pre-baked" autoconfigs for various controllers here that you can download. I believe this one is for your controller.
Just out of curiosity, if you download another free emulator like SNES9x EX+ and configure your controller and play, do you have the same issue as with Retroarch? Trying to rule out a controller problem versus an emulator-specific problem, and I don't know enough about RA to verify.
