BubbleUPnP. This app is simply fantastic! You can do so many things. I'll give you one scenario. I don't like having my music collection all over the place (Phone, PC, Laptop). So I store it in the central location (Dropbox) and then using BubbleUPnP, I can stream to either the phone or foobar on the Windows machines. I save space and there is no needless duplication. EDIT: Also forgot to mention that this is the only app that displays artwork over the stream.
Bubbleupnp is the best app I have used for sending anything to Chromecast that doesn't already have it's own app. Supports casting local media, media from local or remote DLNA servers, and a multitude of cloud services. Even supports transcoding of media not natively supported by Chromecast.
Haven't seen anyone mention it, but I bought BubbleUPnP when Chromecast first released as it was one of the first to cast local stuff I think. but I've been using it since then flawlessly. I also use it to stream to my ps4. the license costs a couple bucks but the devs deserve it. really great product with fairly regular updates.
I use this all the time. It also has a windows server that can transcode on the fly to play videos whose audio codecs aren't supported by Chromecast.

I'm assuming you've had it with free players by now. I don't think anything beats BubbleUPNP when it comes to this kind of thing.
I was about to buy it as well, but then I remembered I have loads of storage on my phone. I installed BubbleUPnP and copied some files over. Tested it out by setting my phone in flight mode and streamed an episode over tethered wifi (used an app called WiFi automatic to start tethering while in flight mode). It drained about 3-4% of my phone battery during that half hour, so I've now transferred lots of movies and episodes to my phone. :-)
BubbleUPnP can do it IIRC, but you need xposed.
Its been awhile since I've played with it so I'm not sure if it'll route all audio or just media, but you could try using bluetooth. If your pc doesn't already have it, USB dongles are cheap.
I use BubbleUPnP. It supports a variety of media sources (dlna, samba, etc) so if you've got a media share of some kind it should work and it chromecasts fine. There's optional server-side software you can run on your PC if you want it to transcode on-the-fly (to support media that isn't in a format chromecast supports).
BubbleUPnP UPnP/DLNA is my go to App for playing anything on my Chromecast that does not already have it's own app. Supports any DLNA server. Local server on the device. Supports transcoding if you install the server. Will play from your cloud storage (drive, dropbox, box) as well. You can even set up any of your servers to have remote access when you are away from the house. Dev is also very responsive to feedback and updates often.
I'm not sure if this as I haven't tried it myself, but check out Bubble UPnP and Bubble UPnP Server. Don't know if this will suit your needs but I think you can use the server to set up a library at home that is then accessible anywhere through the normal app.

You can actually share media files on HDD connected to Mi Box by running a UPnP-server app, like BubbleUPnP (https://play.google.com/store/apps/details?id=com.bubblesoft.android.bubbleupnp&hl=en_US) or Kodi (Settings -> Services -> UPnP/DLNA -> Enable UPnP support -> Share my libraries). Media boxes with UPnP-client capability, such as game consoles, "Roku Media Player" channel on Roku boxes, and other Kodi boxes, will be able to discover the device and directly playback these files (A PC is required only if there's any transcoding involved).
It is also possible to cast these files to Chromecast devices via a phone/tablet. Direct casting from Mi Box is impossible due to the fact Mi Box can only function as a cast receiver.
If it plays with no sound, the audio might be (e)ac3. If casting simply doesn't work, the audio is probably aac 5.1.
Since Chromecast doesn't support (e)ac3 and aac 5.1, the audio needs to be transcoded to be played via CC . You can use the local transcoding feature of bubbleupnp on your android phone or bubblupnp server on your pc. The audio will be transcoded to compatible formats with it. Free version transcodes only for 20 minutes.

Also, my Pioneer Receiver has a built-in chromecast, which comes in handy, and I can use an app like this to cast my flac music from my media server (my router in this case) to the receiver. Solid setup.
Cause RD has nothing to do with how the file is encoded. RD lets you get the original file. Most of the other links are from the video hosting sites on which the original file is uploaded and re-encoded and that's why the file sizes from them are usually smaller.
And I think most of the original 1080p files are encoded with ac3(or eac3) codec which Chromecast doesn't support. That's why you have no audio issues with all of them.
I don't know how to explain better about what RD is for since my english is not good enough to explain more. Anyone?
Edit: If you want ro stick with Chromecast, I recommend to give it a try to cast the RD links with the app 'bubbleUPnP'. It detects the audio codec of the file and when it's not supported by Chromecast, it transcodes the audio to aac codec which Chromecast supports. (Don't forget to enable the local transcode in the settings)
If nothing satisfies you, Just ditch Chromecast and buy the android box :D
I think that happens when the file format of the stream is incompatible with DLNA, you can try downloading the episode to the phone and using an app like Bubble which lets you cast unsupported file types.

Bubbleupnp - 16 song playlist on the free version. Turns your phone /tablet into a media server. My tv has DLNA capability so I can send 1080p movies to the tv with no lag. The music goes to the Chromecast on playlists of about 10-16 songs. It has only crashed once on me in year I have been using it.
Get BubbleUPnP instead, it's far better. I bought and paid for Poweramp ages ago and was disappointed, it's a bit buggy. BubbleUPnP plays everything I've tried to play with it, you can set up media servers on it, and it streams to Chromescast. Great app.

I'd recommend downloading BubbleUPNP, provided you are on an Android based phone. Spotify seems to be the only streaming service with a worthwhile app-environment. Tidal and Qobuz are both far superior in sound quality, but the software can be dodgy. BubbleUPNP will solve this for you, as it utilises the built-in DLNA on various devices. I have found this to work really well. Personally I use BubbleUPNP to stream both mentioned services to a music streamer (Cambridge Audio Stream Magic 6), which has no native support for either. Also works great casting to my Marantz AV receiver. Free to try, very worthwhile to buy.

I use BubbleUPnP to stream to Windows Media Player from my phone. I forget how much the app cost - 2 or 3 bucks I think. Works great. Once you set up WMP for streaming on the same network, it'll show up in the renderer list in BubbleUPnP.

First you have to be sure you DLNA is enabled on your TV. Cast a video from your smartphone with Bubble UPNP for exemple.
Then on your phone:
- kill PT window.
- Disable VPN if enabled.
- Disable Wifi
- Re-enable wifi, and be sure to connect to your wifi
- Restart PT
- After few seconds (don't wait more than 1 m inute) it should detect the DLNA of your TV.
repeat all those steps few times if it still don't detect.
Also if you use VPN with PT be sure to re-enable it before you play something
BubbleUPnP works well for me. Been using the app for a few years now for Xbox and Chromecast.
Theres a license for the app so that you can cast an unlimited amount of times and also gets rid of ads. I think the free version has a daily/monthly limit for the amount of times you can cast.
Only small issue I have is when casting to Xbox, you can't add subtitles. I'm a subtitle person but I'll survive.

As the other comments state you need a server component that is running to be able to steam videos. If you already have the files locally you have a few choices.

Edit: After searching for a bit, I've came to the conclusion that RPi3 doesn't support USB Slave (act as a USB drive to connect to the TV). Any other suggestions are accepted (RPiZero seems to be able to act as a USB Slave, but can I do the rest of the stuff using a RPiZero?)
You can't install TTV on a PS4 if that's what you're asking. However if you have an android phone you can cast from your phone to your ps4. You can download an app like BubbleUPNP or possible localcast and use that to cast to your ps4. I've seen you may have to open the ps4 media player before you can cast but I can't confirm since I've never tried it on a PS4 just Xbox and a few other devices.

I've used it to share all sorts of media.
bubbleupnp (paid) has an "Audio Cast" feature which diverts audio from your phone to a DLNA renderer. Requires a rooted phone with XPosed. This worked well for me with a couple of exceptions (Amazon Music wouldn't work).
There is also AirAudio (also paid) that apparently does something similar although I have not tried it.
My current strategy is to pull up a show on the website, find the link to the .m3u file, and open it in BubbleUPnP. Works like a charm (if a requiring a few extra steps) and is far more reliable in terms of functionality and reliability than the others discussed here.
The Chromecast does work this way, but there is no reason the Chromecast can't point back at the phone as its server. The Chrome browser can cast a local browser tab to a Chromecast, and an Android device can cast its local screen. Also, BubbleUPnP can act as a server for local media to allow a Chromecast to stream audio, video, or pictures from a phone.
I'm not sure if a Chromecast can work at all without internet, but if there is internet (and maybe if there isn't), it should be technically possible for it to stream the bulk video data from the phone's storage, if Netflix wanted to implement that.

I run a plex server in my house, but any dlna server would work. Really any network share will work so long as you can browse to your files on your phone.
use an app like bubbleupnp to browse your dlna server. Then open the movie file with your favorite VR video player. I prefer VRTV personally.
I would prefer the DLNA server, because DLNA server on a phone can be used on both an android and iphone, iphone cannot be plugged in as a usb drive without itunes, although cydia tweaks excluded. BubbleUPnP is a good one, but android only. I left the iPhone scene around the update of iOS 6, so I can't help if you got an iPhone/iPod/iPad Bro :(

I found that the app BubbleUPnP for android connects pretty fast. It showed all my music, photos and videos. Didn't take a second to load and made browsing easy. I don't know if you've found a solution that works for you after 5 months. However, here's what I'd suggest as an alternative:
I'd install BubbleUPnP on the Android and set it up as a DLNA server.
In LMS, I'd install the UPnP-DLNA Media Interface plug-in, which enable LMS to access the Android running BubbleUPnP as a server.
You can try BubbleUPnP and setup a media server on your phone. Then open the media player on the PS3 and connect to the server you setup.
Bubbleupnp Allows me to share media to devices that don't have Chromecast and can also act as a network media server (dlna).
I've tried BubbleUPnP (Google Play link) and it works pretty well, but it is missing the two things I mentioned: * easy rewind: it has buttons to rewind/fast forward 30 seconds, but sometimes that's too much or too little for me (e.g. if I mishear something, I'd want to rewind 5-10 seconds, if I end up getting distracted then I might want to rewind 2 minutes or more) * saving progress: it might be able to do this if you stick to one playlist, but if you are watching two different series of videos, it seems to clear the playlist.
I also tried VLC for Android and it did not work very well for streaming to the chromecast, at least when I first tried it about a year ago. It would work pretty well for a bit, then the chromecast control would stop working, and not work until I restarted my phone. It does however work really well for streaming video from my server to my phone.
It's also possible that some day I'll just connect a PC to the TV, so I suppose I'd be interested in hearing recommendations for controlling media playback on a PC from an Android phone.

If you are asking for an app that will play cloud-based music files for you, I believe BubbleUPnP should be able to do it.
As a former ISP customer service agent (though admittedly DSL/fiber, not cable): have you contacted your ISP about your connection? A dropping connection doesn't necessarily have to be the fault of the modem, it can also be a problem with the connection.
That being said, IMO, yes. Fritzbox offers not only a far more user-friendly way to manage your network, but it also offers some great features. Personally, I've been very happy by its ability to function as a media server and NAS, as this has allowed me to use BubbleUPnP to cast any video on the hard drive attached to my Fritzbox to my Chromecasts. I've used the same method to cast music that I can't find on Spotify to my wifi-enabled sound systems.
The integration with Fritz!Repeaters has also been an awesome experience for me, massively simplifying my wifi setup without compromising on features or coverage of my home.
If you still use a landline, the features offered by using Fritz!Fon with a Fritzbox also look really cool (on-modem answering machine, phone book, and basically all your features available to be managed through your phone or desktop, AND you can link it to your phone to call on your landline through your smartphone), but I personally don't use a landline so I can't speak to that from experience.

You can, in effect, set up your own streaming service.
The BubbleUPnP Android app is able to do this. With just the app, you can select a Chromecast as an audio destination and then play a local file (from the phone's storage) on the Chromecast. I just double-checked and was able to play one of my phone's ringtones on my TV as a test.
Also, I haven't tried this software, but Mkchromecast is supposed to be able to stream system audio from Linux or Mac to a Chromecast. So maybe it would be possible to put that on a Raspberry Pi, run turntable (or whatever) audio into its the Pi's input, and have it copy that to the Mkchromecast output.
Autohotkey would be a very neat solution if you have wireless keyboard/mouse combo (logitech k400r or something like that)
Since you've got kodi, something I've set up recently is DLNA for kodi with bubbleUPnP
This let's me stream video recordings straight to kodi. On the plus side it also works like chrome cast for YouTube links (sends intent to play to PC, rather than stream from phone)

You can link your Google photos to it (kinda sketchy but I was desperate) and it looks to be 4k to me. Videos look good too.
BubbleUPnP has hardware rendering which LocalCast does not (which means you can play more video types). It's a better option if you're thinking of buying between the two.
I personally prefer Gerbera+BubbleUPnP. I like to have custom folders and it is only available with these. Airsonic or Subsonic have a very limited folder setup and they sort by other means than the original folder, specifically when folders are deep. A lot of my music is not mp3 tagged and it is impossible to find in Aironic or Subsonic after the scan. That is why I rely on folder structure. Plus, if your music has some weird chars that are not in latin alphabet, Aironic or Subsonic really screw it up. Plus, Gerbera is not in Java!

Been using BubbleUPnP to stream to Windows Media Player for a couple of years now. Streams from local storage and cloud services to all different kinds of devices. Just set Stream > Allow remote control of my Player in WMP. And be on the same WiFi network, obviously.
The Android app BubbleUPnP can access your GPM library and output it locally or to a UPNP/DLNA renderer. I've got a Raspberry Pi with a nice sound card connected to my receiver running MoOdeAudio and play my GPM stuff through that. I suspect it will eventually stop working when GPM is shut down unless Google allows access to YTM in a similar way.
It isn't usuable for music searching/discovery, only what is already in your library, playlists and stations. It currently has a bug that doesn't show stations in the proper order but it should be fixed next release.
I use BubbleUPnP + Audiocast pucks for full house sound using my Plex or local files as the source of content.

Make sure the bitrate of the file is lower than your download speed and try casting with the app BubbleUpnP and see if you get the same results.
Also, depending on which generation of Chromecast you have, you may also run into Codecs issues as older gens don't handle x265, 1080p60 or 4k well, BubbleUpnP has an option to transcode to Chromecast on the fly in a format it can handle.
Try casting with the app BubbleUpnP. There's an option where it will transcode on the fly to option that will play on Chromecast.
There's also BubbleUPnP that casts local files (and files from accessible cloud services) from your phone. I think I might have used it one or twice, but didn't have much of a use case for it. Unfortunately, I'm guessing this won't work for you either unless you have a spare android device lying around, since the version I used was from the Google Play store.
Looking further into it, it seems the authors also have versions for Windows, MacOS, and Linux, but not for iOS.
You can setup an UPnP client, then use an app like Bubblupnp on the phone to stream whatever to it.
If your TV has a DLNA client (most smart TVs do), you can use BubbleUPnP to serve media from your phone.
Does Localcast support local transcoding? If the format is unsupported (CC only accepts a few specific format/codecs) then it can't cast it either.
Try BubbleUPnP and enable its local transcoding. I have not used this app with LM/Kodi so I can't promise it works but I've used it plenty of other local/web/cloud videos.
I don't think you will be able to run plex server on a phone. You could probably get a more simple DLNA server running with something like this

Sorry but localcast sucks nothing beats BubbleUPnP with its build in on the fly transcoding very handy if your casting media to a limited device like a Chromecast that doesn't support a certain codec and normally wouldn't play but with BubbleUPnP it'll transcode it on the fly and play anything even on old basic 'smart tvs' etc

True, but having an extra feature dsn't make the actual streaming side of things better for the people who have no use for chromecast.
Plus there are other options if you want to stream to chromecast. For instance, you can use acestream mobile to stream the game on your phone and use a program like Bubble upnp to send it to your chromecast/tv. This way you can even use your phone as a remote control for your tv.
Looking at a tutorial it looks like you don't sign in on google music, you sign in on google play try that and see if it works. Also it might not be exactly what you're looking for but if you use BubbleUPNP and look under cloud you can cast your google music to your firetv.

It has Miracast so you can get those upnp/dnla streaming apps on android. On TTV, tap on the link and choose Play With... then choose your streaming app.
I don't know if it's with the tv but the only app I got working is BubbleUpnp. Also, only mp4 files even tho the description says it can play others. The free version has limitations so feel free to google other means of getting the other version.
Once you got that done, when you open the Bubble, there's an option on the upper left (the three lines) where you can select which renderer you want to cast to. Just select your tv from the drop down menu.
in my googling I found mention of this app, supposedly you log into the tidal with the app itself and it streams it differently, I'm not into that so not really sure how it works but may be worth a lookie

They don't natively support GPM, but I'm using BubbleUPnP on Android as a remote which does. Google Play Music is about 99% of my use on Moode.
If you're on Android and haven't used it, I can't recommend it enough. Outstanding app.
Just about every HTPC or Media Center software worth it's salt should work with the HD HomeRun. I've even streamed it directly to VLC using the ip address and correct port.
I personally use Plex on a dedicated HTPC, as I've had a lifetime subscription for years and they have apps for just about ever device including the Xbox. If your Vizio has a chromecast built in, then the plex app will work great to both time shift and place shift your local OTA channels.

Chromecast doesn't support AVI (not sure if H264 in AVI is possible, that's unlikely combination though) out of the box and hence most apps' casting feature won't work either.
Unsupported formats need to be transcoded first into Chromecast compatible format.
BubbleUPnP can do that. It is not a video player though, so in addition you need e.g. VLC or MX Player if you also want to watch them on the phone. The free version has some time limitations but the paid license is well worth it if you use Chromecast a lot.

I used UPNP/DLNA for this. Of course you need a router with upnp support. Most music players (mpd, pimusicbox, mopidy, volumio, runeaudio etc. ) support this protocol by default or with a plugin.

Enter your Plex server settings and under the Server tab, make sure the Enable DLNA option is enabled.
Make sure both your plex server and your phone are on the same network.

BubbleUPNP has a few different ways to do this built in. You can stream audio from phone to computer over your network or with bluetooth if you have xposed. Without xposed you could set up a local server/client thing pretty easily.

You could use BubbleUPnP. You simply need to enable DLNA in your server settings and you'll be able to browse Plex through any apps that supports DLNA/UPnP.

Not via Bluetooth as far as I know. You can set up your phone as a DLNA receiver and cast to it via wifi. BubbleUPnP is good for that.

I have 4 Pis running Musicbox — in the kitchen, backyard, living room and office —, each one connected to their own speakers via a cheap USB sound card. I can control each one from a web interface, from my Android phone using BubbleUPNP, or just stream music using Airplay from my Macs.
A cool thing is that I have a 5th Pi connected to my turntable (it has a USB interface), running Rygel to appear as a DLNA source. This way I can put a vinyl to play, and stream the audio to any of the others Pis using BubbleUPNP.
My 6th Pi is dead, it won't even boot. :(
I ordered 2 of the new models (Pi2). I'm going to use one of them as a "sound effect pedal": basically I want to run Carla on it, controlling the parameters via MIDI and piping sounds through it from Ableton as an External Audio Effect.

A few precisions on the new added features to BubbleUPnP Server.
The new update to BubbleUPnP Server does indeed allow to transform any Chromecast (v1, v2, Audio, Nexus Player, ...) into an audio only UPnP/DLNA renderer that can be controlled in any app or desktop program able to play audio to UPnP/DLNA.
So this is only for playing audio, hence mostly interesting used in combination with a Chromecast Audio (though other Cast devices will also work just fine)
This will be mostly useful with music player desktop programs on Windows, OSX, Linux (such as foobar2000, JRiver Media Center, Media Monkey, etc) that can play to UPnP/DLNA but not to Google Cast directly.
Doing so is easy:

I can't help with the Chromecast but Bubbleupnp works great with everything I throw at it. Tv's, dvd, ps4.
I would use moOde Audio or Volumio. I know moOde is setup as an access point by default, not sure about Volumio. You can control and configure them via the web interface, but I think it is preferable to use a UPnP/DLNA client like BubbleUPnP (fantastic app!) for general use. Both moOde and Volumio have great support for a wide range of DACs.
MoOde is currently installed using a build script, but don't let that scare you away if it's a new thing for you. It is automated and not difficult, but it does take a couple hours for the build process.

Best option is to use DLNA.
DLNA is a very nice standard which is supported by lots of devices, but unfortunately it gets very little publicity because vendors often like to push their proprietary alternatives.
What DLNA does, in short: whenever you activate it on a device, that device looks on the local network for other devices with DLNA activated, and can work together with them.
There are 3 possible roles that a DLNA app can play:
In case you're wondering why 3 roles; it's so you can for example use your phone as a remote control (DLNA client) that decides to take music from the PC (DLNA server) and play them on the TV (DLNA renderer). You can of course have both a DLNA client and renderer on the same device, so that you can play files from the PC on the phone.
So what you need is apps for DLNA. Good news is that not many people know this, but Windows has a DLNA server built-in (if that's what you use on the PC).
Many electronics have DLNA support (consoles, TVs) and can serve as renderer. You can also build you own very simple renderer by using an older phone with a pair of cheap speakers plugged in, running a DLNA app.
For Android the absolute best I've found is BubbleUPnP. That's the free version; the license is $3.5 or so and is worth every cent. That's because it can act as server, client and renderer all in one, so you basically just slap it on an Android device and you can do everything you want with DLNA. Also, there's only one payment needed and you can then use it on all your Android devices (that use the Google account that you bought it on, of course).
BubbleUPnP also makes a server if you need it, but there are tons of DLNA servers out there, for Windows/Mac/Linux.
BTW for Ubuntu there's a Pulseaudio plugin called pulseaudio-dlna (PPA here) that makes DLNA renderers appear in your sound settings on your Ubuntu PC, and you simply select one of them and audio from PC will play on that device.

I prefer to use BubbleUPnP because of the fantastic Chromecast transcoding support. It has the ability to sync with your Play Music library and play it, and other services as well. There's also a Tasker plugin (AutoShare?) for controlling playing, pausing, Chromecast activation, and syncing of your Play Music, and there's also an Xposed module that allows you to cast all audio from the device to a Chromecast, for an app that doesn't have a Cast function for example.
GMusicFS is like a virtual filesystem that I think allows you to play your Play Music from whatever player you want?
I RECALL having seen yet another app that has Play Music support, but I cannot remember at the moment.
If you use XPosed, there's this module which allows you to customize the Play Music app a bit.

EXKM - great kernel manager that works with stock kernel+root. really like the battery stats as it gives you active usage drain and a separate idle drain usage stats. RGB color calibration, custom cpu governor profiles, wake/sleep gestures, sound control, ultra high brightness mode for amoled screens that give you note 5/S6 brightness over 500 nits when sunlight detected. really helps shore up the few weaknesses on the 6P, namely poor outdoor visibility and warm white point that looks yellow/pink.
Hermit - create webwrapper app for any mobile site. lets me use google photos and amazon without having to deal with 100 wakelocks a day from it trying to sync. good for replacing facebook, google+, or other good services with shitty intrusive apps. only service it can't replace is hangouts because it just doesn't work through the web on mobile, even requesting desktop mode.
layers manager - uses stock android's RRO layers engine to theme the entire OS and most core apps along with lots of 3rd party apps. i have a black theme on every app i heavily use. youtube, gmail, google now, hangouts, dialer, contacts, google photos, and the playstore.

Raistlin65's ideas are fine, especially if you are satisfied with Bluetooth compression or with having your devices physically connected to the Marantz. If you have a USB-C device, the Apple dongle is a huge bargain.
Two other solutions are also worth your consideration. They both offer better-than-Bluetooth sound quality, and the second one also offers a lot of flexibility to stream music from any device.
I'll give full details on the ChromeCast Audio because I think it's your best bet, particularly with that amp and those speakers. I spent a lot of time exploring the problems of moving audio around my house, and this is one of the two solutions I've implemented.

Chromecast only supports a limited set of specific files and codecs (if the sound is encoded in an unsupported format it won't play).

Also Moode Audio and RuneAudio. I've tried all three and settled on Moode as my favorite, I prefer its web interface. Combined with BubbleUPNP on Android, its amazing. I can stream perfect quality FLAC files without drops, and it works great with cloud storage. I just did a test playlist that had files in Google Drive, Dropbox, Box.com, and the phone itself and it played them perfectly. BubbleUPNP is truly one of the best apps I've seen on Android.

You could use Stream What You Hear plus an app on your phone to start the audio stream - that's what I've been playing about with today.
To start the playback from an Android phone, you should be able to use Bubble UPNP
For iOS DLNA for Chromecast seems to work just fine.
Note: You can use any App that supports playback to the Chromecast Audio from an MP3 or WAV audio stream instead of the ones I mentioned for iOS/Android above. All you have to do is get the stream URL by right clicking the Stream What You Hear tray icon then selecting Tools -> HTTP Live Streaming.
When using the 48 Khz, 16 bit stereo 320 kbps mp3 option, the audio delay is around 2.8 seconds I found. YYMV.

Smart TVs these days are DLNA/UPnP devices, so you can use an app BubbleUPnP or Allcast,etc to play videos from your phone on the TV. Both must be on the same network. Most TVs don't ask permission.
Some Android phones have built in DLNA support but for those that do not they can try Bubble UPnP which is what use (though there are limitations to the free version)
If your android tablet is rooted you can install xposed and use the Audio cast feature of BubbleUPNP to send audio from any app to the xbox.

You could also try BubbleUPnP, which I've used in the past and good too. It should do everything you need as well. I think you'd have to use a different iOS app to connect to your media, however it shouldn't be a problem. Here's the Android app.
I've used Videostream on Windows 8.1 but like BubbleUPnP on Android better since it's more reliable, simpler and lower power running on phone. You can even use a tiny ARM SBC with 200GB micro SD card or OTG SSD as a media server.
