Absolutely, I use this its as good as it gets for tanks. But its PC. Nothing like what we all want or need is currently made for console to my knowledge.
I'm a noob myself (1.4k games). I'm rarely top-tier, as well. One thing I found really helpful is the Knowledge Base for WoT app, especially the Armor Piercer feature. It helps me see where I need to aim to get through higher-tier tanks I might see in battle with regular AP ammunition. For example, if I'm in the T-34 with the 57mm gun and I see an O-I... I know I have to either find a way to flank it's side or load HE and set up the pinata for artillery by shooting out a drive wheel. Being a person who is morally opposed to literally firing money at strangers, I don't usually load APCR unless it's absolutely necessary. (e.g. I'm the only tank left, pushing a critical engagement, clan screaming on Discord) This helps me learn the other tanks better, and helps my positioning and angling. With the app, I know where I can even get through a T29 American heavy with AP (hint: ~~go for the rangefinder "ears"~~ don't do that, actually or the big metal boob on the front hull).
Some advice I got on this board re: low-tier tanking was to always find something to do. If you're not in position to spot, shoot, or flank, look at the map and be useful. Shoot out drive wheels if you can't penetrate. Turn guns away from your teammates by being irritating. Try to guess the locations of unspotted tanks and point them out. The key is to believe that you can be useful, and then find a way to fulfill that prophecy.

The best World of Tanks app that I've found is called "Knowledge Base for WoT" on Android.
I'm not sure if there is an iOS version, but I imagine there is.
For Android I have found Knowledge Base for WoT to be pretty good. It has 3d armour models.
It is free, but with minimal advertising. It is kept up to date and has regular updates when new tanks are added.

Where are you getting those figures from? None match up with what Knowledge Base for WoT shows. The numbers listed in the app support ZFXT's claim that the 100, 50 B, and IS-3 have better soft stats for turret, suspension, and movement dispersion (with the one exception of the 50 B having the worst movement dispersion figure).

Go check out Battle Mechanics on the Wargaming Wiki. It has almost all the science behind the game that you should need for mechanical knowledge.
If you are having particular issue with a new tank you're facing regularly after having moved up a tier, or have encountered a particularly exotic tank, check out the WoT Knowledge Base on Android or tanks.gg to get a look at a tank's armour scheme. Note that, as you're on Xbox, there will be some tanks that are not going to be in these two programs as Xbox has console exclusives. The Ripper and the Freedom come to mind although you can look at an E4 for the Ripper and a Super Pershing for the Freedom.
Leading on from the second paragraph, take a mental note of the penetration of your gun. If you find yourself facing a tank that you know you cannot penetrate, change to a target that you can hurt (if one is available), back off and disengage to let someone else handle it or consider loading premium ammo.
Once you reach the point that the game starts automatically loading HE into your ammo selection when you first equip a gun, take some (or all) of it out and load the premium ammo choice for when you need a boost in penetration. People get salty about it's use but it's there and you'd be a fool not to keep some for a rainy day unless your gun has ridiculously high penetration for it's tier (see ARL 44 with the DCA 45). This usually happens with 75mm guns or larger, I leave it to you whether you wish to load premium before then.
If you find yourself on a new map, look at where things might seem rather open and exposed and where things look condensed and restrictive. The latter area is likely for heavy tanks, the former, for lights and mediums. Note that your class of tank does not define your role. No-one in their right mind is going to be a frontline in-your-face heavy tank with the AMX 50 100 and absolutely no-one is going to be cruising around the open fields in a Super Pershing.
