Manga Rock for everything else (but also includes batoto): https://play.google.com/store/apps/details?id=com.notabasement.mangarock.android.titan
Eventually Manga Watcher 2 should be the best around when it comes out of beta.
It's impossible. I mean, this app has 1-5 million downloads and my app is pretty much like it, except I restrict the distribution to only in my country. Why does Google not notice that?
I have an android and my version has been working fine. Although you can't find it on the play store anymore you can still find it on the google play site.
Manga Rock is pretty good.
Don't know how smooth it is on a phone, but it works great on my tablet.

Manga rock app: https://play.google.com/store/apps/details?id=com.notabasement.mangarock.android.titan
for example here: Mangafox
or if you want to read it on your mobile phone you can use Manga Rock
Have to say, Manga Rock is far and away the best Manga reader I've used. Completely worth the price.
I use Manga Rock and it does exactly what you want it to do. You can save and delete the chapters via the app. It also allows you to sync across multiple devices so your favorites and bookmarks are up-to-date. Works great when I use both a Samsung Galaxy S6 when I'm out and about and an iPad when I'm at home sitting on a couch.
If you like Manga, then Manga Rock is one of the best App out there.
Sometimes the translations and image quality can be a bit off (e.g in older series), but overall it's a solid reader.
There are reader apps that can download or stream manga from websites. Manga Rock would be one of them.
I've been using Manga watcher, and Manga Rock in tandem, When one doesn't work I'll switch to the other. Manga Rock is a good app, but you can only have one series downloaded at a time, unless you pay for the full version, they may have changed it, but since I paid for it, I haven't seen anything change.
It's in the play store. There's even a link to the play store download on the website.

This is the app OP is using. By far the best there is.
MangaRock. I used the free version for a while but I liked it so much that I bought the full.

To compare chapter numbers with episode numbers go to https://onepiece.d1g1t.net/
There you see that episode 707 is at chapter 767. I use mangarock on android, because it lets you store manga offline and notifies you of new chapters for the mangas you are following. And I use kissmanga on computer, because it lets you load the entire chapter in one page. I like scrolling over clicking.
For the rest I completely agree with LetsDieForMemes. There are two groups of people that translate namely mangapanda and mangastream. Mangapanda will release a few hours sooner, but mangastream has better translations, so it is up to you what you read if you ever catch up. Read slowly as it will take you longer to get to the horrible point where you will have to wait for new content on a weekly basis. Although at this point it will be hard to read slowly as you are about to read some epic shit! You are basically entering the climax of Dressrosa, so it will be hard to even sleep! To be honest, I would even suggest starting from chapter 1 again. It will be worth it, as you will have a much better experience. I agree reading it in color on bato.to is totally worth it.
I don't think they will return to the play store. If your looking at recommendations try
Android
In Play Store
iPhone
If you are running android I would suggest the app Manga rock. It isn´t really an alternative since it pulls from Mangapanda, but it doesn´t have redirects (sure it has adds but they are not that bad). It can also download chapters for offline reading which is very usefull.
