Here's how to fix this issue.
Apparently this feature relies on the latest version of Plex Media Server being installed on the Shield.
You can see your version by going to System apps -> Plex Media Server.
Mine was 0.9.17.1.238. This is an old version.
To force update, go to https://play.google.com/store/apps/details?id=com.plexapp.mediaserver.smb&hl=en and install to SHIELD.
Once updated it should be now running v 0.9.17.1.256 (smb).
Now go back to the Storage & Reset menu and you should see the option to to access shield folders on PC.
I also didn't have this option. Turns out you need to have the latest version of Plex Media Server installed. So if you're not seeing it, you don't have the latest version.

Install to SHIELD.
Give it a minute or so to install and then check the Storage & Reset menu again. The "access shield folders from pc" should be there now.
If you don't have the option in "Storage & Reset" settings called "Over local network" you need to update your Plex Media Server, which you can do from here: https://play.google.com/store/apps/details?id=com.plexapp.mediaserver.smb
If you have that setting you naturally have to enable it. It will supply you with a username and password (the username you can change), allowing you to setup a connection to it from your PC.
I also believe you need to have "SMB 1.0/CIFS File Sharing Support" enabled if you're using Windows. You can check this in Control Panel -> Programs and Features -> Turn Windows features on or off. The problem with this however is that MS will apparently disable it in the next big patch for Windows 10, because it's a security risk (the recent ransomware attacks exploiting it). If you have decent antivirus installed this shouldn't be a problem though. I could be wrong about this (that it's required to have it enabled) though as I haven't done enough testing to fully verify it.
Note that you will not have full write permissions over the network to this drive. Basically the only place you can do stuff is within the "NVIDIA_SHIELD" folder created on the drive, but just setup your folder structure within that and it's all good.

Try going to the Plex Media Server listing on the Play Store and install it from there. (Even though it's already installed on your SHIELD, installing it from the Play Store listing should force the update)

I had the same issue. It took me a while until I found the solution: update the Plex Server app through the Play Store. Apparently version 0.9 was installed by default and after manually updating it is 1.3.

I have a Shield TV (16GB) an external 2TB hdd connected via USB, and in the Android menu for the storage, there's an option to enable sharing the drive over the network.
Go to Settings > Device > Storage & reset > Access SHIELD folders on PC and turn on the sharing feature.
Grab the IP displayed, along with the username and password, and connect to the IP from your computer (Usually \\<IPAddress> in a file explorer).
You should then see 2 folders, "Internal" and "sdcard1". sdcard1 is the for the external drive in my case, as the 64GB SDCard I have is merged with the internal storage, and that is what "Internal" actually is.
The caveat is, the only area that is RW over the network is inside Android/data/com.plexapp.mediaserver.smb, so I just put all my plex media there for easy management.

If you open Plex it should ask you if you want to turn on the server.

Then reboot the SHIELD and have a look in the settings again.
Note, you need to have the latest firmware installed.

You also need to make sure you have activated the Plex Media Server.
Haven't installed the update, but how does it work? Is it running an FTP server? SMB?
Edit: Installed the update and as far as I can tell it is SMB. Shows up in network like any other windows computer. You need to have the Plex Media Server installed, looks like that is what's actually running the server.

Plex server for shield was an update to the plex client (on the shield) a few months ago. The files are stored on a network storage. Was kinda of a big thing at the time as everyone wanted this for a while, myself included. From what im seeing online the only solution is to re-install the whole thing, and that is something i really, really dont want to do...

Whether or not you have it enabled doesn't actually matter. I have it disabled, but this app https://play.google.com/store/apps/details?id=com.plexapp.mediaserver.smb&hl=en needs to be up to date regardless. Once you update this app in the play store (I suggest doing so from PC and selecting your shield) it will work perfectly.

I would caution you against the shield as a server unless cost is your biggest hurdle. For $100 more you can build a better one without the handicaps.
The problem was I had to go and force an install of the plex media server app from the Play store even though I had just upgraded the Shield. Installing this app made the option appear.

Yeah, it might not be the same version, the update didn't show up on my shield yesterday, so I had to get on a computer and go to https://play.google.com/store/apps/details?id=com.plexapp.mediaserver.smb&hl=en in browser and install it to the Shield. After that, the option to "Access Shield storage from PC" option will show up in the Shields storage settings screens.
So it seems that installing the latest plex version from the play store will do the trick and also allow the option to share shield file system on a computer. So the plex media server is a seperate application that you have to download, and is not included in the 3.2 update and it does not tell you in the plex app that you have to download the media server.
This feature requires the latest Plex Media Server app v.0.9.17.1.256. You can force the update under https://play.google.com/store/apps/details?id=com.plexapp.mediaserver.smb&hl=en if necessary.
Full disclosure, I have no idea, but i have an n6p in my drawer and ive been playing with this idea too
My first plex server was hosted off of a rasberry Pi 3, connected to a 1TB HDD via USB2.0, and ethernet direct connection to the modem. It worked, but loading times were super slow, never pinned down what the bottleneck was, but my suspicion is that it was the USB2.0 along with HDD instead of SSD.
That being said, I believe the N6P has a lot more processing power than an rbpi, so that shouldnt be a problem. Hardest part in my opinion would be charging, while connecting a drive to the n6p via OTG, along with providing solid internet, hopefully over physical connection instead of wifi. Im sure wifi would work, but physical would be better.

For me, the solution was removing the partition and then plugging it into the Shield. Instantly recognized it and allowed me to format it.
For the network access, I discovered that I had to force an update to the installed version of Plex Media Server. I clicked on this link:

from my PC and forced install on the Shield. When I came back to the TV and looked at the settings, I now had a Share USB to Network option which allowed me to set up Samba access to the drive. Apparently this is the only way to get SMB access to work.

It's only for adopted storage, and you have to install Plex Media Server. Then the option will show up in the Shield TV's Settings.
