I've been kind of following whatever SequenceTT2 tells me to upgrade, but not religiously. I sometimes level a relic more than it tells me to, and so on. As far as I know, it's the best way while also being very convenient and easy to use.
If you play on Android the Sequence TT2 app has a simple description of all artifacts under the Artifacts tab, for instance here is Book of Shadows as "relic multiplier".

Install it and export your artifact csv file from it - that's your second .txt file.

Okay. Decide your main dmg type (usually based on your equipment) and put some work into it. Atleast 100-150k relics. Get more artifacts since they're still quite cheap and upgrade the ones that cost less than 500 since they will give you some additional artifact damage :) After that you should upgrade hero damage, the effects of Hand of Midas (and Parchment of Foresight if you get it in the near future)
Edit: use cockleshell TT2 optimizer to analyze optimal farming and max stage and test many many things
SequenceTT2 to check optimal artifact upgrades and equipment farming, this is the handiest in case you have android, since you don't have to input any numbers!
