No, the app is exclusive to Xperia phones only, and selected ones at that. If you try searching for the app in Play Store you won't get any results, but if you Google it you do but you can't install it because it only works on Xperia phones. That's a pretty bad decision to require Android 10 to use a DS4 controller...I'm almost certain I can pair a DS4 controller to my Note 8 (running Pie/Android 9) to do other gaming...

It is free, in fact. By default the Google Play store just says it's incompatible with any non-Xperia devices. Someone else has just made an .apk that removes that Xperia check, but it's not cracked in any way.
The way these things work isn't really all that mysterious. It's a server/client relationship that just shares very specific data. Making a remote play client is probably just a matter of figuring out some sort of authentication key and a way to decode the video/audio stream, which I imagine is pretty standardized (think Twitch). And interpreting controller input/output is trivial for any sort of programmer. It's not the same as if someone, say, created a PC client for Playstation Now that circumvented the license checks and whatnot. There's not really any money or intellectual property at stake with a remote play client.
I use my Steam Deck but I'm pretty sure you can use pretty much any Android or iOS device through the PS Remote Play app, along with a bluetooth controller.

I've got an Xperia phone, but perhaps my Android version is too old (I have 7.0), and from other comments it sounds like Sony only supports the Android app on certain Xperia models.
Sony's PS4 apps have always been pretty bad, so I'm not holding my breath for any of this to be fixed (an interesting contrast to their phones themselves, which generally have very good software).

Okay, turns out I was wrong. I'm sorry. I should've done proper research before commenting. You can stream to Android devices, not to iOS devices. On Android, the app you want is called PlayStation Remote Play. There are third party alternatives for iOS, but it's possible these are bad. There's one called PlayCast that people say is good, but a recent update to the way PlayStation handles streaming has made the app incompatible. This has happened a few times in the past, it looks like, so it will probably be made to work soon-ish.

The bot linked the wrong app. There is the PlayStation app that's indeed pre-installed, but there is also the PS4 Remote Play app, which is different and I'm pretty sure the one that you actually need. In my case anyway the Remote Play app did not come pre-installed.
EDIT: To clarify, the regular PlayStation app is AFAIK just used for thibgs like viewing your PS profile and friends and all that.

For anyone who plays on PS4: If you left your PS4 in rest mode you can log into your PS4 remotely with Sony's official PS4 Remote Play app. The app is available for iOS, Android, Windows10, and Mac.
I use Remote Play often with GTAO, it works quite well if you have decent internet infrastructure. Even if you don't have the best internet access right now, Remote Play should at least be sufficient enough to log into gta, go into warstock and get the RC tank and then log out. As i mentioned your PS4 must have been left in Rest mode, as it wont turn on remotely if you completely shut it off. Also it is possible that you may have had to enable remote play within settings on the PS4, as i don't recall if its on by default or not.
