That's an app called Integrated Timer. It allows you to place up to five countdown timers (for timing cooldowns of portal hacks, burnouts, XM regeneration, or whatever) or simple integer count-down markers (for counting how many hacks a portal has left) overlayed on top of Ingress. Some people say it's cheating, other people say it's just efficient use of data the game already gives you. (EDIT: It's also a possible violation of Ingress' terms of service, use at own risk.) If you want to be a big Ingress power player or you're just sick of forgetting how many hacks you have left or want to waste less time sitting around a portal to maximize hacking, it's a strongly recommended tool.

Only gotcha is you have to hit the timers/resets yourself. IMO it'd be bad to help enable farmers figure out which portals are burnt out and which ones still have hacks available. Plus Niantic would have to do an on the fly calculation when you bring up the portal actions page to figure out if you can hack that portal. Do you really want to have the same delay in bringing up that menu as when you are sending a hack request?
You are a couple of days ahead of me due to timings when they first started recording this. For those of you who have had trouble remembering to hack each day I recommend Integrated timer by TRIGON (Android only). The paid version has a specific 24 hour Sojourner timer.
Currently it does an overlay for the timers. Not sure how they are going to be effected by googles future restrictions on that though.
Integrated timers for ingress, a set of customizable countdowns to know when you can hack again or whatever else you wish to keep track of, quite useful since everything in ingress has a cycle or cooldown.

So, when you're done playing for the day, start a 24 hour timer. I used to use the Integrated Ingress Timer with a 24 hour clock on it and keep track with that. Now, there is information from an official source that there's some leeway ("a bit too much") but I don't have that link handy.

I think it's safe to say that this app is safe. They only care if you're injecting code, modifying the app, or using the third party app to cheat (mock location provider, etc)
Mine seems to be working as intended.
Edit to add: I use integrated timer for ingress of you have android. I paid for the upgrade and it has a running sojourner timer. Works beautifully. I definitely recommend it.

It helps you to keep track of portal cooldowns. The app adds an overlay to your device screen and requires user input. It does not interact with the ingress app itself.

use this overlay all the time for hacking ect... also has a setting to dim screen and not let phone sleep when playing.
