I can't say I've tried these CoPilot apps but they seem rather expensive, especially if you're going to need one per country.
I used Navmii (here in the UK and when I travel), the apps free but has some small but non-essential IAPS. I thoroughly recommend it, here's a link:

Navmii FTW! Download FREE maps of whatever country you'll be visiting and this can guide you using NO DATA. Absolutely my favourite free app.

I have a pretty good data plan so I usually just use Google Maps. You can pre-download sections of the map on wifi, start the navigation on wifi, then put the phone into Airplane mode. The phone will following along even though you're in airplane mode and it will give you all the directions. It just can't do recalculations.
For a completely offline nav app, I found Navmii GPS World. It runs off of the Open Street Maps which are accurate. Some of the reviews though do say it doesn't always send you the fastest way.
Somebody mentioned OruxMaps, which I haven't tried yet so I can't comment on it.
I have two offline GPS Map Apps for driving on my phone which seem to work pretty good, Navmii & Sygic. I normally use Waze when I have a data connection, which I usually do....so I haven't used those two offline apps that much.
I use this (well not me, my my parents)
Bought a used phone, popped an SD card put music and this on and they have a $15 dollar GPS.
No onstar but my buddy and his wife have it and have never used the service that often. I'm assuming you meant onstar.
Bonus: Its also a dashcam.

It may also be a practical issue around how much space they take up. I use offline maps with my tablet and they are about 32 gigs for the whole of the USA. If you need offline maps regularly, I would recommend NavMii. It's not Google, but it works. Just play with it beforehand, the interface is powerful but more complex than Google.

Setting a fast expiration keeps space free for other apps. An official offline map promotes the status of the maps to permanent.
