Google News & Weather is actually still being actively maintained. I use it regularly. Last update was on 25 April 2018.
Well, why don't you try it out for yourself then.
Install Google News & Weather for example.
Add the big News & Weather widget anywhere to your home screen, hide it on some spare screen if you like. The launcher doesn't matter.
Of course, exclude it from any battery saving measure you like. Tell me what headlines you see in 24h.
This widget works on all other versions of Android. It works fine on Android 8.1 and 8.0, it doesn't work on EMUI 8.0. Neither do tons of calendar widgets.
Or, hey, install this app. And set up notifications for play store sales. Exclude it from any kind of battery saving measures that you would like, go and start it manually ... do whatever you like. And tell me if you're still getting notifications after ignoring it in the background for a while. Works fine on any other Android 8.x phone that is not made by Huawei.
Or tell me where the setting is to set a WiFi connection as metered. Or to change my billing cycle. Or to smart unlock my phone by location.
It's sad to say, but for me the most accurate weather app is Google News & Weather. It's outdated and only gives basic information, but the forecast is the best I've found. Apparently it's powered by weather.com (aka The Weather Channel), but the forecast on the app is slightly better on the app than the website.
Agreed. News & Weather is very lightweight, most all pages are loaded via AMP, and plus in certain markets (including India), it has an extra data-saver feature for minimal data use.

Newsstand is good if you are a heavy news reader. News & Weather is nice for casual browsing.
It's dated and flawed, but Google News & Weather seems to work best for me. It's good for brief entertainment (<30 mins) and gets a good mix of each category, including my local stuff. Also, it seems to have one of the most accurate weather forecasts for my area. One advantage to a vintage app: it's got some decent widgets too.
This is the most important step, as you said weather.com is inaccurate where you are, but from where I am in North America it's the most accurate and it's not even a contest really
If OP is in North America the Google News & Weather widget is likely the best bet
Edit: I can't get it to give a 7-day forecast, but I can resize the widget to get 4 days on my homescreen
Which device do you have? If it's recent enough, there's a feature called Daydream, which looks like a black and white screensaver that you can set when the phone is docked, charging, or either.
The Google News & Weather app includes a Daydream, ad will display the current time, the weather and some news articles. In doesn't include traffic, but there's probably another app with Daydream capability that could do it.
EDIT: The only Android alarm clock I've seen so far is the Archos 35, but it is seriously outdated (Android 2.2). I guess that never catched on.

Google News & Weather allows you to turn on notifications for news. The open source app LibreNews does something similar and will pop up notifications for news, though it doesn't have the reading interface like Google News & Weather.

Here is the app. It includes a few different widgets, at least one of which can be resized to take up as much of a home screen as you want.
If you are asking how to add a widget, just long press on any empty area on one of your home screens, and you will get an option to add widgets. Scroll through the list and find the ones for "News & Weather". The 2x3 widgets can be resized.

and open it add a search term, and go to preferences and hit alert settings.
The Google News and Weather App includes a Daydream that does just that. Once you install the app, you can enable it in the display settings.

News & Weather uses weather.com data and has a widget you can use on your home screen.
Another poster in this thread is right that someone has to pay for the data, and in this case it's Google
I just use the Google News & Weather app. Pulls its data from Weather.com, which is highly preferable to (1) going to a weather website on a mobile browser and (2) handing over yet more location/user data to a third party.
I like the Google News and Weather one. They do a good job of finding news sources that aren't on my regular rotation. You can add topics that interest you.

Honestly I'd prefer to see it integrated with their News & Weather app. Their mobile news client is sooooo much better than desktop Google News, and clearly has a different aim than Google Play Newsstand (less news diversity or emphasis on magazines/newsletters/subscriptions/etc, more utilitarian daily headlines + weather). If only it was advertised a little more.

Sobre organização, uso o Google Calendar e Google Keep.
Têm uns que eu testei pra organizar a rotina e e criar hábitos que eu gostei: o TimeTune é muito bom pra isso parte de estabelecer rotinas, e pra hábitos tem o Loop e o Fabulous. O Loop é mais simples, já o Fabulous é todo animado, bem bonito.
