I was looking at the play store and it says it was last updated September 7th and is still on version 1.39.2 so it doesn’t look like the update is available for the play store yet. Hopefully it will be available soon. You could try restarting your device and hopefully you can load back onto the game but if not you’ll just have to wait until the update is available.
Well, it's an empire builder and it does end up having some waiting time involved but you can play or trade your way around it, check out the mobile SimCity BuildIt if you haven't already. It has plenty of crafting and your city ends up being a sort of highscores of how far you've been able to build. You can view other players and compare, and there is a nice guild function with weekly wars that brings that old-school city destruction into the PvP world.
It's pretty decent actually, but I spent way too much time in the stores (you can set up shops to sell materials and view other players' shops, and there's a general world market as well) so I had to put it down for my own health. And like I said eventually it becomes harder to build, materials take longer to craft, etc but if trading is your thing you can definitely do that all day and reap a great satisfying profit.

Actually the SCBI Exchange is very dynamic, as you level, new items being to fill. Much like the actual NYSE, as new companies are coming public, their shares are being traded.

Sure. There are probably a few. Do those exchanges have more than 10 million players just on one platform? Likely not. SCBI has 10-50 million downloads just for Android. The Apple version doesn't list the number of downloads but I am sure its up there are well.
Can you name any mobile game that has an Exchange in it with more than 20 million (assuming another 10 million for iOS devices) players?

So as I said, you don't have to play in the SCBI Exchange but if you do just know that its designed to be as fair as it can be for the extremely large player base. Relax man, the game is in constant updates and rotation. For being a free game with ZERO ads, there really isn't much room for people to complain. Constant crashing, of course. Because you didn't get those Dozer parts or bars, thats not their fault.

I meant more along the lines that it would be weird to see SC exist only in mobile in the future.
I did play To the Moon it was a beautiful game. However I played it on my PC that's why I didn't mention it here. If you liked to the moon you will love the games that I listed under the Visual Novel category. They have the same gameplay as To the Moon.
As for any city builder game.. I am not familiar with many.. SimCity BuildIt comes to mind check that out.

I still play SimCity 4 until this date, because that was a fantastic game. I don't hate the SimCity franchise, but the last game in it has destroyed it. Not to mention EA has turned SimCity into a free to play cash grabbing piece of shit.
