EDIT: One really cool thing that I've just discovered: even though it's a full screen game, it works in both portrait and landscape modes. You get to see more things in landscape mode. I haven't seen any other game that does this.

Knights of Pen and Paper +1 Edition is tons of fun.
They have a recent sequel too!
They aren't Japanese but they are turn based combat with quests and leveling which is basically what I consider a JRPG
If you mean for similar games, not really; the original Knights of Pen and Paper is good, and certainly the only game vaguely close to KoPP2 that I've played. It sucks that KoPP2 improved on the gameplay so, so much, but continues to fail so, so badly to monetize it consistently or reasonably.

Oh hey, couple more games that definitely play well on a phone. Even a smaller phone.
On a more RPG-lite side, Knights of Pen & Paper and sequel. Mostly fantasy themed. You make a party of up to five from multiple classes. The first game had around six base classes and maybe another six that you can unlock by playing. Stats are mostly based on your class and gear selection. Turn based combat. Some silly humor. I liked being able to play these in portrait mode.
They both had a main campaign that let you keep messing around after you won. Replay would mostly be if you wanted to play again with other classes or do some of the extra stuff. Like the second one had a pretty big, optional, dungeon you could unlock easily with in game gold.
Both of them are a premium game, no ads, no energy/stamina to hinder your game time, the IAPs are for extras like more classes or expansions. In at least the second game, check the IAP area once or twice, because there is also stuff in there you can buy with the easily obtained in game gold. I didn't notice it for quite awhile.
On more of a sim/strategy side, Rebuild 3 is a lot of fun. Zombie themed. There are five different classes/jobs you can assign to the survivors you recruit. They level up in their assigned roll and you can switch around as needed. Your main character can level up all five at once. You can kind of form a party by selecting to take the same people with you to the next area, if you want to. Stats and how well your characters can do things is based on their level, equipped items, and perk like talents. The combat isn't very interactive in that that you assign people to attack or defend and the game works out how well you did.
There is a decent amount of unit management in this. Like sending out scavengers for supplies, assigning builders, researching tech, fighting off zombies, recruiting new people, trading or fighting with other factions. There is a happiness thing, but unless people get super unhappy, it's not a big deal. I liked that there was often multiple ways to do things. Like if you run out of food, you can turn into cannibals and play more evil.
There is a main campaign with multiple difficulty levels and then you can randomly generate new areas for lots of replay. Premium game, no ads, no stamina/energy restricting game time, no IAP.
This played well on my phone because it lets you play turn based or real time with pausing whenever you want to issue commands. You can zoom in and out easily. The only downside I ran into was on the really huge maps, it was occasionally hard to drag a unit from one side of the map to the other, but it wasn't the biggest deal.

The game tends to have player-character development....to an extent. Its a casual pen & paper RPG that pits you as both the party and the dungeon master. Choosing from different players like a Businessman who gets bonus XP as he fights on or an Extraterrestrial who can regenerate 1 mana per round; and then choosing their class after that. The game does have little in the way of customization when regarding an individual character class other than what builds it has, and focuses more making a party that synchronizes with each others' strengths (Which is near-abundant considering there are like...3 different Warrior classes; and some classes having unique skills like the Necromancer who can summon skeletons in front of their enemy and "revive" dead party members).

A dungeon crawling RPG that lets you pick a class (Warrior, Rogue, and Mage IIRC). But ultimately; these classes are pretty much Dark Souls-ish in that your class won't determine the skills and stats exclusive to you, and you can build up the base class from there. The game's unique mechanic of letting you devour or equip hearts for stat bonuses and permanent skills is probably the most customization you'll get out of this game. Unfortunately the dungeons are aesthetically the same barring the color of the next 5 or so ones, but it does the job of a light "hardcore" smartphone game well: play in semi-short bursts and dropping by afterwards. You can try out the demo which has only 5 floors, or pay 2 bucks for the full game.

You pick from a variety of races which are standard traditional folk you'd see in a Fantasy setting from Humans and Elves to Dwarves and Trolls. You also pick from a wide variety of classes from Street Samurai to Shaman. Its also tactical turn based combat with missions and dialog choices.
Although race and class determine what skills and spells you have; there are technically little restrictions to which classes have what skills, so you can be a full-on Dwarven Mage with an assault rifle or a Troll street samurai that can deck out drones (do mind that there's a maximum statistic for those not meant to excel in some skills; like Trolls can't have more than 6 points of Charisma). I haven't gotten far from the game though so pick it up with care.

An as-open-world-as-Diablo-2-on-a-phone-can-be RPG that has the most accessible yet deep character development you can find in a mobile phone RPG. There are no skill trees; but the respective skills and spells in your weapons/innate skills/trinkets scale their damage with your stats.
The game is very easy to learn, yet there are a lot of potential builds like a Ranged Tank class who can shrug off status ailments faster or a Mage with a Plasma Rifle. Each of the combat systems (Melee, Ranged, and Magic) are varied enough to make builds for. Like exclusively focusing on Dexterity gives you better damage bonus with Bows, Kunai, Javelins, Machine guns, Rocket Launchers, Railguns, and Gatling cannons. You also learn new Innate skills from "Spell" Books which range from Weapon Throw and Leap Attack, to Frost Nova and Lightning Storm.

Something that is a direct mimick of Descent? No idea. However, Descent itself takes inspiration from so many things... there is a lot out there you might like.
