Been using the paid wolfram alpha app for a while it's great. It goes on sale every now and then. Think I grabbed it for $0.99 or $1.99 worth it.
My college does not offer Wolfram Alpha Pro. However, I just installed the app. It was a one time purchase of 3 bucks and it provides step-by-step solutions. It seems the same as the Wolfram Alpha Pro subscription but way cheaper.

They do have an android application which works offline and you can buy it and use forever, it probably does not support everything the onlive version supports but should be enough. So I guess they already have a lighweight version of their engine .

WolframAlpha (Android/IOS/Browser). Mandatory for all your math needs: solve equations, integrate, derivative, matrix, unit conversions (even its a unit you made up like m^5 / kg^3 s^4 to ft^5 / lbf^3 h^4 ), constants, you name it, Wolfram has it.

I would also recommend you to use some of the credit on donations. Don't forget the ton of awesome developers who make great apps without adds for free, who really should get some appreciation and support. You should consider to donate to those you find worthy. I personally donated to the developer of Phonograph. I didn't get anything in return, but a nice feeling of supporting an aspiring developer.
You can purchase Web Assign access separately from the book and not all books come with Web Assign codes. If you buy them separately, you will pay more money for them.
Whether you need them or not depends on the class and the professor. If you are not certain, send the professor(s) an email or wait until after the first day of class to buy the book/codes. They usually have a short grace period where you can access your homework without buying a code. However, keep in mind that the bookstore may sell out of books/codes and not restock for a while.
I would highly recommend buying the book regardless of whether the professor uses it or not, especially if your degree program calls for you to take a lot of higher math classes. They are invaluable references, and practicing the problems in the book using pencil and paper will allow you to learn the material a lot faster that using the pracice problems on Web Assign.
A related tip:
There will be times when you are stuck on a problem and cannot wait to get help. For those times, Wolfram Alpha / Mathematica comes in real handy. Fair warning though, it is very easy to become dependent on this tool, so use it responsibly.
The part that is particularly useful is the Step-by-Step solutions for problems, which will often show other methods for solving the same problem. However, this feature on the Wolfram Alpha website is normally $4.25/month for students.
However, you can get Wolfram Mathematica for free through UTK OIT Software Distribution. It is a very powerful tool, but can be a bit difficult to learn. If you create a "Wolfram Alpha" query and type a problem in there, you can use the Step-by-Step feature for free. Also, depending on if you have to take it and who you take it with, you may need to be familiar with this software for Calculus III.
You can also buy the app from either Google Play or iTunes. They are only a few dollars, and also give you free access to the Step-by-Step feature.

Wolfram Alpha is by far one of the most useful apps. It can answer practically any question, and is particularly awesome at solving math and science questions.
Google Keep is nice for taking notes - it automatically syncs everything and is available everywhere. Some people prefer Evernote but I like Keep because it's simple and just works.
Office Lens is a must have app for taking photos of whiteboards /notes! You can take a photo from any weird angle and it'll automatically correct it - and it also recognises text and converts the photo to a word or PDF document! It's pretty much like a portable scanner. Very handy!
