This is a great comic reader for Android. I'm not sure about your Chromebook questions, but this app can use Drive as a storage provider so you can open them from within the app.

Idk if there are any, but I use getcomics.info for comics, and Astonishing Comic Reader to read them, it's really good.

Astonishing Comic Reader is great! The only Android comicbook app that is as good as the ones on iOS imo. It even has chromecast support!
I don't know what you want exactly. But after downloading the .cbr comic files (from wherever you may), I found Astonishing Comic Reader a pretty good app for reading comics.

This scans your phone and displays any comics it finds. Also, its free. Why don't you have this already?
Plex doesn't need to do everything, it needs to stream your own media to your own devices. Don't distract them with other stuff as they will never get the bugs worked out of the core tasks.

what I liked about is, flipping pages is easy, you tap the right edge or left edge to go forward or back... like using kindle and similar readers. And on any panel, you can tap to zoom in an appreciate the artwork or make the text easier to read. Then tap again to zoom it out again. It's a nice way to handle 10 inches of art crammed onto a 5 inch screen.
I use Astonishing as comic reader app on my phone. it is fast, minimal and reliable. It has manga mode too. You can sync through drive, take snapshots, choose favorites and form collections. it is free with no ads.
( i noticed that it says contains ads and in app purchases at the moment on google play page, it is weird as it is not at all at the current build and didn't state anything like that before, maybe they are planing to make it from all free to freemium in future updates)
Don't have my tablet with me at the moment so I can't check, but Astonishing Reader is pretty great in general, maybe check that out?

For PDFs I've swap between the Drive PDF reader, the Dropbox reader, and Foxit PDF Reader I believe. Some have features I prefer for different reading situations.
For comics I believe /r/android had recommended this one a while back (I think their logo used to be spider-man) and it was quite good when I tried it.

Micopi - Get your contacts a neat and unique picture if you don't have one.
Munch - Minimal RSS feed reader that's fully material compliant. Downside is that you manually enter your feed hyperlinks.

Astonishing Comic Reader - Simply put, the best comic reader on the market.
CritDice - Great design and perfect for a modern table top gamer. It even lets me save certain dice set ups and label them what they are, no more having to recalculate a particular sword damage roll or even save throws.
Devil Eater - A fun endless shooter type game where you play a man shooting his way salvation of his soul.
Fenix - This is, by far, my favorite Twitter client.
Ghosts of Memories - Very similar to Monument Valley, this puzzle game has a much easier story to approach, but no less just as fun as it's inspiration.
Horizon Chase - Fantastic 16-bit homage to the old arcade racing games from my childhood.
Join - Great, new alternative to Push Bullet that's got a ton of potential. First you've got to join the beta test here and then you can download the app, after a few moments for Google to update the beta database. Follow the instructions in the app and get the extension for Chrome and your set.
