On android I'm a big fan of YNAB. Its a paid computer program with the mobile app being free. Basically the best budget software I've ever used and highly recommend it to anyone who wants to see where their money is being spent and or want to take better control of their spending habits. Eye opener for me.

YNAB fits with your needs (it offers pulling from banks/cc but definitely not a required feature).
The downside is it's subscription based with the new YNAB, or $60 for YNAB 4 (sometimes goes on sale on steam iirc though).

However, the simplest solution I'd say honestly, is to just use a spreadsheet through Google Sheets.
Mint does an ok job. I use it to "monitor" ie, glance at every once in awhile to make sure nothings fishy.
From what I understand, You Need a Budget is the de facto money spending app.
I'm not sure how it works as I do not use it, but I know there is a desktop component as well that is not free. Google it up.

I haven't heard that specifically, but I'm assuming it will be treated the same as everything else, that they will be officially supporting it through 2016 and for as long as they can after that.
I'm an iPhone user so I don't know if it used to cost extra on Android. It was free on the app store when I got YNAB 4 in 2013 and it looks like it's still free in the Google Play store.
You Need A Budget, it's a budgeting app.
Pushbullet, notifications on your computer with quick reply for things like whatsapp or sms. Also you can share urls and small files.

If YNAB looks like this on your computer, you have YNAB4 and you need the YNAB Classic smartphone app (Google Play, App Store) and Dropbox.
If YNAB looks like this on your computer, you have nYNAB (just stands for new YNAB to differentiate from previous versions, 5 might have made more sense) and you need the YNAB smartphone app (Google Play, App Store). This version is cloud-based and doesn't use Dropbox, it syncs on its own.
YNAB4 and nYNAB don't work together, whichever you like better and you feel would suit your needs better is the one you should go with.
(edit - This is how it's done in nYNAB, I haven't used YNAB4 but I can't imagine it's too different) To record a transaction on your computer, click the account you spent from and '+ Add a transaction', then fill out the details appropriately. When you get the smartphone app up and running (I have the Android version, I'm not sure how different the process is for Apple) a button will be on the bottom of the main budget screen, '+ Add transaction' and you fill out the appropriate details there. It's a little less intuitive from the phone, though.
