Don't you need to download/install/use the pebble time app (https://play.google.com/store/apps/details?id=com.getpebble.android.basalt) for the first pairing? Good to have for additional apps/watchfaces anyway if he doesn't yet have it.
Which App do you have installed on your phone? This one or this one? (You need the first one)
Once, I made the mistake of downloading the latter, which will give update issues when pairing. They've renamed the older app now, so it should be quite obvious which one to use.
You can also try a forced restart and see if that helps (Hold Back and the select buttons for several moments)
I have 3.8.1-942-b60f188 which the Play Store is listing as the latest version (on my phone) and here.

Uninstall the Pebble Time app from your phone.
Uninstall any other Pebble related apps from your phone.
In Bluetooth settings on your phone, remove/forget/unpair all Bluetooth devices you have listed, including Pebble.
If your watch has gotten past the initial pairing screen, go to Settings->Bluetooth and forget the connection to any phones listed.
Shut down your phone, and turn it back on.
When it boots back up, install the Pebble Time app linked above, and follow the onboarding steps it provides, pairing it thru the app.
