I've commented on this concept before but every long term game likes this is riddled with bad reviews that all look the same. Eventually people get salty and they express that with one star reviews. It hurts to admit this, but a few years ago I got addicted to Kim Kardashian's game for a few days. It's pretty silly, you basically have to make it to the top and become a major celebrity. And, just as in real life, one valid strategy is to date key people (male or female) who can make the social ladder a bit easier to climb. Not so romantic, but very inclusive. =P
Just when I thought gaming couldn't get any worse...

EDIT: Kim K Hollywood! This is without question a female power fantasy game.
It's hard to think of a straightforward example, because games have a lot more emphasis on physical power than on influence. Long Live the Queen is the closest I can think of.
The Sims might fit as well, though it's more personal and small-scale than "power fantasy" makes me think. Crusader Kings isn't so specifically gendered, but I think it can definitely fit. Expanding off that, some strategy games more broadly might.
I met someone in middle school who loved the Zerg in Starcraft.Her explanation of the appeal was that playing Zerg made her feel "I'm a mother, and all my children are badass." She certainly interpreted the Zerg as a female power fantasy, mediated through motherhood. I'm not sure this is just idiosyncratic, either; nearly all the women I know of who're into Starcraft or WH40K like Zerg or Tyranids best.
