I don't have a need for a really good dictionary on Android, so I just use JED.
I can't attest to the quality of the apps themselves but プログレッシブ is the database that goo uses, which is pretty detailed and my go-to dictionary normally. Eijiroid uses the same database as ALC (app is free, database is in-app purchase). Not a great dictionary but a good phrase database.
