I use aFBA for a lot of Neo Geo and arcade stuff. I've had no luck with MAME.
On one hand FBA doesn't have as high compatibility as MAME, but on the other, aFBA has a full compatibility list with ROMset and filename info for setup built into the app so you absolutely can't screw it up.
I don't emulate a lot of arcade or NG stuff, but it's been good enough to get me stuff like X-Men Arcade, TMNT Arcade, Metal Slug, Street Fighter 3, MVsC, and some others.
Android version of Final Burn Alpha. It's like MAME, but I've found it easier to configure. Supports less games than MAME, but still a ton and all the Metal Slugs, CPS2 stuff, and so on, so it's enough for me.
I love MAME in theory for it's robustness, but hate it in practice because it's a pain in the ass to setup up and make sure you've got the right ROM sets for the specific version and so on.
SF3:3S runs at full speed speed 95% of the time on aFBA on the Shield tablet.
One thing that's good is if you use aFBA it has a full compatibility list. I don't even actually use aFBA much (I generally use the Retroarch FBA cores) but I keep it around for this feature.
SF3:3s is a bit wonky on reicast, but if that's your jam the arcade version runs great on aFBA and Retroarch's Final Burn Alpha cores.

Simply get Final Burn Alpha for Android, you'll be able to run most CPS1 and CPS2 titles. aFBA is here
