The closest I can think of is Emulating Populous. Either for the SNES or the Nintendo DS. I still remember emulating Populous on my symbian phone so it shouldn't be that big of a problem. In case you're wondering, Populous is a game about beating the fuckin' ugly reds with your army of smurf people by sculpting landscapes to give way for your blue people to build a civilization and using the divine energy accumulated to overthrow the red people through the power of the gods.
The SNES version has a lot of game features right off the bat, including a "Custom" mode where you can play the game your way on over 900 computer generated maps with your own choice of tileset and Handicap. Problem is that variety is lacking outside being able to pick your own terrain and setting what either you or your enemy can cast (Your choice of tileset actually affects both growth rate and health...a grass tileset takes time to birth new followers but they're harder to kill while a desert tileset offers the opposite).
The DS version is technically and mechanically superior in content (Which is a mix between the best parts of Populous 1's free play Sandbox mode and Populous 2's multiple deities), but being a dual screen touchscreen game its also clunkier. The game has more features like the aformentioned multiple deities who have their own unique set of God Powers and worshiper attributes and the return of the first game's multiple tilesets but most of them need to be unlocked. But I don't think that's big of a problem since I'm not that good at the game anyway and mastering the ropes should make it more fun...at least imo.
