Best way according to me is 1. Install Arrow Os for Nabu. This lets you use the pen without Bluetooth and pen nib not being recognised is solved. 2. Use a matte screen protector. This will cause some desired friction but may also degrade the nib faster. 3. Use the bamboo paper app (https://play.google.com/store/apps/details?id=com.wacom.bamboopapertab) for notes.
I guess it depends what you're looking for (I suspect that the apps I've linked below aren't quite it)...

But, I've never run across a raster graphics editor or a vector editor suitable for design engineering. I don't know if either is really suitable for Android's mostly touchscreen-based input.

I read a comment on a youtube video that said that in Samsung's notes app, there was a setting related to ignoring hand inputs or something. Although I'm guessing that your tab did not come with a pen in the box so the setting might not be there.
Did a bit of googling and found two apps that boast similar settings for palm rejection. One is Bamboo Paper made by Wacom (who are easily the biggest name in drawing tech) and the other is INKredible. Additionally, I stumbled upon a pretty nifty hack at creating your own artist glove.
Edit: Apparentlt, Autodesk Sketchbook is also said to have palm rejection. This is one app that is recommended by a lot of people for drawing.
