TL;DR : Don't make RPG as your first project. If you REALLY WANT TO then go with RPG Maker to understand it's structure and how much work you need to put into it by making very small, simple game.
Speaking from the experience :
I'm currently for over 2 years working on mobile f2p action rpg game called Bladebound (https://play.google.com/store/apps/details?id=com.artifexmundi.balefire), long before that I was working on Two Worlds 2 and it's expansion which was done by around 50-60 people in a few years and I wouldn't recommend starting as RPG for the very first project. If so start with something simple such as "8-bit dungeon" or "hack, slash, loot".
Team on Bladebound is made out of 20 very experienced people and to be honest it's hard to see the end of production as it is now. And it's not even an RPG with branching storyline or quests or npcs. It's just simple hack&slash romp.
There is a lot to an RPG other than a story and artwork - I would say it's maybe 10 % of the work. Most of it is in the game design itself - RPGs have a lot of game mechanics, systems, quest design, level design and everything needs to be balanced for all the classes, items and so on. It's VERY hard to do this properly even with loads of experience and if it's not done correctly people won't like the game. Simply because their character won't progress in a satisfying way and game won't reward them for their time spent in it.
Writing a "framework" for all of it to work is also pretty complex since you'll need a lot of tools to make everything work together - since I bet you won't balance your game in the Unity's inspector (but rather Excel or something like that). Managing all the unlocks (i.e. if this quest is done, and you've said that to this character then this should be opened) will also need some sort of flowchart tool which could be exported to the engine directly i.e. articy draft or some tool like that. Oh and yeah you need to test all those combinations so RPG is usually an QA heavy game since it's usually not linear in it's structure.
I wouldn't recommend making an RPG as the very first project because it's very likely you will never finish it and get burned out. It's not that I'm underestimating your passion and skills, but rather making a game like that requires years of hard work. If you really want to make an RPG then I would recommend using an existing tool like RPG Maker and make a simple project basing on it. I've never used it but I think there is enough for you to make a simple rpg with all the systems in place. You'll learn what exactly do you need in your engine, which tools to prepare, what can be the strong element on your game so you can put emphasis on it and what is hard or impossible for you to do.

Not sure what is closer to your initial idea. At least skill/inventory management is conveniently implemented in each one of them.
