Lucas Chess can take that pgn file and make it into a tactics set - https://www-lucaschess.rhcloud.com
For Android, Chess PGN Master has a "guess the move" feature so if that PGN has the answers in it you can drill the tactics on your phone - https://play.google.com/store/apps/details?id=com.kalab.pgnviewer
You can have it even on your phone:
1) Install client https://play.google.com/store/apps/details?id=com.kalab.pgnviewer
2) Install Leela https://github.com/LeelaChessZero/lc0/releases/download/v0.25.0/lc0-v0.25.0-android.apk
3) Once you are in the chess app you can choose the Leela Chess Zero engine. This should be enough as the engine is ready to use with a built-in weights file.
Chess PGN Master is absolutely superb. Scid on the go, by the same author, is also not bad (and it's free), but I've found it to be a bit buggy.
Here is one for Android that connects to dropbox

I use that which is pretty good.

Chess PGN Master, but only the pro version allows annotation. Just import your games in and annotate.
