On Android, I use Chessfimee. It's not 100% accurate, but it's the best I've found.
I've only used it for books though, I haven't tried it on chess.com.
Here's an Android app that may have what you're looking for. It lets you scan, analyze, and play positions from books using your phone camera. I use it myself and it's quite handy at times.
There is this app Chess Scanner and it's awesome.
