If you have iOS, I find "Cribbage Classic" very good for teaching. It has a decent tutorial, very good strategy tips, and it will tell you where you screwed up. The "sub-optimal discard plays" breakdown at the end of the game is amazing (study this!), and turn on "Manually count scores" and "Muggins" in the settings for a real crash course in the game.
It won't get you to tournament level, but you can get pretty good on it. I'm beating the "Pro" mode a little over 60% of the time due to it not having a few advanced strategies (mostly pegging related, and it not switching to defensive/aggressive play in the end game), but it's a solid opponent.

Edit2: The discard analyzer is also not 100% optimal for the broader game. It only considers your hand count, it doesn't consider pegging implications e.g. keeping aces will often give you more points because they are so valuable pegging.
Another possible option for you is to use the Cribbage Classic app for Android and iOS.
The app includes a very nice tutorial and also can be set up to provide hints and warnings of suboptimal plays (which you can elect to use or ignore). It's a pretty nice way to learn the game until you find other folks to play the game with.
Not sure about any software, but the Cribbage Classic app seems like it does what you're looking for. The app keeps statistics that show "...your average pegging score, your average hand score, and your average crib score. It also has a "Discard Analyzer" feature that can "help you decide on the optimal discard to play given a particular cribbage hand. Analyzer shows you the minimum, maximum, and average score for each permutation along with an in-depth statistical analysis of all possible flip card results."
I myself prefer Cribbage Pro, despite the 'expert' AI being unbelievably tough to beat at times.

Cribbage Classic might be good to start with. It does give advice, and has a hand analyser if you want to check a combination of cards out. The advice the app gives could be better, but for somebody, "super rusty", it's a good place to start.
Once you're back up to speed, I'd recommend switching to CribbagePro, or CribbageJD, to play online against real human players. You can also do this on Ecribbage , but this is on the computer rather than an app.
I would also recommend that you at least read the discussion on Hand of the day, if you're not confident to join in and comment straight away.
