Try this app, i did not test it (Im on Android 6.0.1) but it should work on Marshmallow OS, as always, do at your own risk for bricking your phone (which i highly believe it to be unlikely but you never know it).
A factory reset of the phone is the way to change device ID normally. Or use an app like Device ID Changer by VTechno
But Wish explicitly states in their user agreement that the discounts are only for first time experience with the merchant.
I have seen some of my referrals pending for a while and never being approved. I guess it is for this reason.
It is better to use some old device or one of your kid's or niece's or grandma's devices to make a one-time big purchase on a new account.

I use this. It will work on an app that only checks secure Android ID. I know this for a fact because I restore the same backup to ten different phones and got banned from an app for it. I confirmed they all had the same ID. I explained why I was suspiciously running several copies of their app from seemingly the same phone. After using the app I linked I've had no problems and I have verified the changed ID in a terminal emulator.
However I have seen other apps that remember the phone after a restore and changing the Android ID. They might be using the IMEI.
I believe you can do this easily on any rooted android phone with device changer or something.
