The first is okay, but it lacks US pronunciation and voice at all. But it contains origins and history of words. Requires internet to work.
The second seems working without internet, it contains pronunciation, but lacks transcription (IPA). Some ads.
Oxford Learner's Dictionary website is good, it contains voice pronunciation of US and GB, verb forms, countable/uncountable markers, but their mobile app is useless and bloated with fullscreen ads. So it's better to use their website from browser.
And, as a mobile app, I'd suggest Dictan with some dictionary(-es). Voice, US/GB, offline, no ads.
If I may I would like to add a suggestion. Because my permanent living place is far away from communication I was able to use only apps, which can work offline. Earlier times i was using WM smartphones, there was a very useful application - Dictan- https://play.google.com/store/apps/details?id=info.softex.dictan, which is working like a dictionary reading app, while all the dictionaries (in .zd format) was compiled by BB (pc) and saved in SD. But for now Dictan is available at google play for free, it's still working offline, and there is a so much dictionary convertion tools and options, that i think it's the most fast way to reach you target - just create .zd file which will contain all the necessary stuff for surviving in your place, and then spread it by google play or any other way. I do have some little project of making it in russian lang, but there is much more info in english, so get luck.
You can start your project in wikibooks (for example) and add the online collaborators, and then compile it in .zd, that's it. I will be please to help you, when i can be online. More advanced way is to use github or bitbucket.
