If rooted (which you don't need to to do 96℅ of everything on Android) Titanium Backup.
If not Easy Uninstaller works but has a cringy amount of ads unless you pay. I believe some of the File Explorer apps have the ability as well.
Also would suggest looking into ad blocking options.

If you updated Motorola Update Services from apkmirror.com that's probably the culprit. Install this app and uninstall the updates and it will revert back to stock and you should be able to update after that. https://play.google.com/store/apps/details?id=mobi.infolife.uninstaller

Some of the reviews for it says it does not work.
I wouldn't trust any app like this to actually uninstall anything properly. Thankfully, you don't need an app to do this, all android phones have built in functionality to uninstall apps.

Try this app it shows many hidden system apps atleast in my mobile. If its showing then uninstall using root permission.
That's very weird, I'm in the UK too and I literally downloaded it yesterday after factory resetting and it worked for me!
