EZ-Link Card readers (without any network link) are simply RFID card readers. Any NFC capable android phone would be able to perform the same functions as those disconnected readers! In other words, almost any android phone can check the value of NETS Flashpay and Ez-Link Cards. Legally!
PSA for android users who aren't aware, you can actually download an app and tap your ezlink card against your phone to check its value and even top it up with your credit card if you like!

Transport: Ezlink app to top up Ezlink using phone NFC
The app doesn’t need NFC, just the ez-link card number at the back of the card.
