Calibre is a pretty good cross-platform ebook library manager. It supports cbr/cbz and pdf as well as many other formats, and does format conversions. It can start up an OPDS catalog server and share over wifi.
I believe that there are several Android readers that can talk to its server, and that there are several Android readers that support cbr/cbz; the trick is to find the overlap. Unfortunately I can't make any personal recommendations.
It seems that FBReader has a plugin for the formats (in the Google store here) and one for the Calibre integration (in the Google store here).
You may be able to find other options by searching for these keywords.
