That depends if you mean "regularly cheaper" or "once in a while spectacular finds".
- I just got 50 drip irrigation adjustable drippers for $5, free ship. I'm going to punch them into my normal garden hose to make my own drip system for $5.
- Ebooks will often go on sale for $.99 each. Many you can get for free, most are pretty good. http://www.smashwords.com. There is even an app just to search for free Amazon books.
- Every day batteries not for emergency personnel. Emergency personnel want more reliable batteries. But for 90% of the performance of store batteries, I get 80% off the price.
- News. Lots of free RSS news feeds and RSS readers.

Shouldn't the bigger question be: where will you get power when the battery runs out?
I've been using computers for 30+ years. Never saw an android tablet app for what you want. There are some PC gardening apps though. Just books. The most valuable assets for camping, gardening and such is knowledge and experience.
Here are some apps you might find useful, for android devices:
- Free Amazon Books. Use search terms on all the free Amazon books out there.
- Smashwords.com. Has a search facility for all the free books. Some are pretty good.
- AndTidWiki allows you to use TiddlyWiki on your Android device. A TiddlyWiki is a single HTML file that can hold many different pages, tags for each for searching, so it's great for taking and organizing notes.
