The official scoring system has an optional web server that publishes rankings, match results, and detailed match results. If the web server is enabled and if the wifi network access and server addresses are publicized, any wifi device can connect to the system and download this information. You can look at it on a browser on your cell phone or tablet. If you have an android device, you can use the free FTC2016 app to look at the data, compute stats, see data only for particular teams, etc.
But again, the server has to be enabled and the wifi acess info has to be publicized. My experience is that this is not done at many tournaments in many regions, but you might be lucky to be in a region where they do this (e.g., I think Missouri does it, and San Diego may [or at least they used to]).

I know the guy who runs ftcstats.org. He says he isn't getting data from a single FIRST-sponsored source and that he's just pulling data from various sites as the data comes available.
In my experience FTC_SCORE is only occasionally turned on and even more rarely is the wifi password provided to teams and spectators. I'm sure this varies from region to region though. [Edit: it's more correct to say "In my experience the FTC_SCORE network is often on but for teams and spectators to access the data the webserver needs to be enabled and the WiFi password needs to be released, and these last two things are only done rarely.]
That said, some tournaments are uploading the data from FTC_SCORE to online sites so that folks can use their cellular data to access the information (presumably causing less wifi interference). Some examples of this:

I think WSR and SSR will be at different sites this season, so that may change things.
ncbots.com/live is beta-testing this and hopes to provide live data for the North Carolina tournaments this season.
moftcscores.net is providing non-live results for Missouri tournaments this season, though they provided live results for their state championship last season.
https://github.com/cheer4ftc/FTC-Tournament-Data recently started as a place to store tournament data files that may become available. The data on this site also interfaces nicely with the FTC2016 android app which allows users to see results for just individual teams, see team specific stats, etc.
On the official FTC Game and Season Materials page there's an Event Results link to a spreadsheet of previous tournament results. But it still is showing the results from the ResQ season and hasn't been updated with any Velocity Vortex results.
A few days ago, I put in what I hope was a GP request for FIRSTHQ FTC folks to release the zip files from the scoring system output for any submissions they get from affiliate partners, which would allow folks like ftcstats, moftcscores.net, etc. to process the data and present it to the community in whatever format the community finds useful with minimal impact on FIRST HQ or affiliate partners. If you think this would be useful, I humbly suggest that you put in a request with FIRST FTC HQ and with your affiliate partner.
