Hey OP, like fs337 said, you're probably looking for Uplink: Hacker Elite. It was a great hacking game that was released back in 2000/2001 (somewhere in there) and your description lines up with it perfectly.
That being said, I wanted to tell you about a few other "hacking" gems I've come across that you might want to try.
1) Back in 2005, they released a Matrix game called "Enter the Matrix". The game was fun and worth a try, but not incredible. However, the reason I'm mentioning it is because it has one of the absolute best cheat/unlock systems I've ever seen. There's a dos hacking sim that you can access once you have a save game file.
After you see the option at the start screen, you can go into this dos prompt environment. From there, you have to learn how to use commands, how to navigate through the file systems via command line, run programs, etc... Eventually, you unlock artwork, weapons, cheats, and even things like multiplayer. It's pretty bad ass.
2) There's a game called Hack Run out for Android and iOS and it's similar to Enter the Matrix. It's a command prompt based game. You have to figure out people's login/passwords off of clues and connect to different machines. I haven't gotten too far into it yet. Discovered it recently but I've had a lot of fun with it.
3) If you want to play a game that really tests your computer knowledge and resourcefulness, you should check out http://www.hackertest.net/. Each page is a new puzzle. I don't want to say too much because I don't want to give anything away. Again, this isn't really what "hacking" is, but it does test your critical thinking, your resources, and tests your general knowledge on web/computer based things.
I hope this goes without saying, but just in case it doesn't...you really need to play and stick with it to be worth while. Don't look up answers after struggling for a couple minutes because once you look up an answer, it completely ruins the "OMG I figured it out!" feeling you get when you finally solve a problem on your own.
