Don't worry about asking kind of a "noobish" question - we all start somewhere :)
But usually it's a combination of disjointed attack hitboxes (attack hitboxes not fully connected to the attacker's body) or simply larger attack hitboxes hitting the other attacker's body (hurtbox) first. For example, Shiek's neutral air (we call that Nair for short) hit Fox's body before the hitbox of Fox's side-B could hit Shiek's - thus Shiek gimped his recovery.
You can find frame data from resources such as Melee Handbook (currently Android only :( ) and SmashPad (currently iOS only, but Android coming soon!), as well as a multitude of online resources.

Hey, I don't have it installed right now, but I think you'll be able to find this kind of stuff on the melee handbook. It is great, has gifs and inputs etc.
I had some Java experience from school, and decided to learn the android side of things mid June last year. I got to the point where I brainstormed a prototype for my current app and made it early July, very small and simple, but it helped me realize the idea would work as a full fledged app.
I began to work on the other aspects and think of other features, it went from being an app with one page to something with numerous components to it, it went through some major design changes and I removed some features I worked on before release because I felt the app didn't need them.
After researching Android stuff and material for the app, and of course coding, at around 500 hours the product was complete, and I was completely satisfied with it and knew it was something the users would love.
I posted to Reddit in November, everyone loved it. To this point it has gotten to 12,000+ downloads, and has a 4.92/5. I'm extremely happy with how it's performed considering it was my first app, and I'm not even in my senior year of high school yet.
For those curious, my app is Handbook for Melee
I now have a plan to save up for a new computer to port the app to iOS due to popular demand. I am currently trying to rewrite a portion of the application to make the porting process easier once I get to it.

if you have an iOS device I highly recommend downloading the "Smashpad" app to your phone.
Android has the Melee Handbook app which has most of the same data but it's a little slower and uglier.

Oh boy, where do I start?
I like to say there are 3 gods of behind-the-scenes Melee there are probably many more guys who do it though.
Achilles1515 - who's discovered V-Cancelling, Anti-ground infinite combo physics and more.
Evsen - who discovered Frozen Turnip Glitch, Item-grab physics, Reverse wall jumps, Swordsman spiking, and more.
And my favorite guy, Schmooblidon, who's discovered the Up-B Cancel, Aerial Interrupt, Platform warping, and many more.
If you wanna get into Super Smash Bros Melee, and are not sure where to start learning, you can download Handbook for Melee which is an app I developed people help you learn, I've gotten assistance from Evsen and Schmooblidon on the techniques from them, and have assistance from many top players too. I'm sure it'll help ya :)
watch a crap ton of videos (like at least 5 a day) of gods playing melee and learn from them. Watch it in slow mo and watch and ask yourself "why did mang0 grap shield of attack." watch matchup analysis from anyone. the commentator will break down everything the players do step-by-step and explain the reason behind it. this will help develop your sense of "optimialism" in certain situations(choosing the best option over not-as-good options) like this video https://youtu.be/0t9nFZUppqA
grind tech skill (this is the mosy annoying but crucial part but only practice when you actually cant do an set of moves or techskill like wavedash.) this is essential when it comes to your smash career unless your Borp lol. also dont do like 10 hours of tech skill grinding because hand pain might occur. and forget about the fancy moves like moonwalk or multishine. it will kill your hand for no gain. if you ARE ok with it and have no pain ir strain go for it. the more the merrier.
Speaking of hand pain, stretch your hands, back and legs. you may nit notice it but those all are working k whenever you play. yoga is unnecessary and excessive but small forward bends and cracking of knuckles is good enough. Check this vid out for more about hand pain https://youtu.be/bwxwcXuKNKI
play with friends or other players as much as possible instead of lv9 cpus. this will help develop a skill in mind games and adaptation to you opponents.
oh, and keep a healthy balanced diet and physical activity to keep your body and mind healthy.

Now, for the little things. Get a good controller, if you cant get UCF(Universal controller fix) get 20xx training pack if you can. good pc/gamecube good monitor/ctr (those clunky tvs). find alterations to your controller. for examply, tape some foam to your triggers for your fingers to reach and press. Take your time. the day you become a god at melee (at least in your own house) will eventually come. The 5 gods didn't become gods over night. it took them almost 16 years. although some players (leffen, peepewu, wizrobe, etc) got good in a few years, people get stronger at different rates. kinda like puberty.
finally, have fun. dont be salty over the little things.
*******if you need help with your matchup, just be as patient as you can. when it looks like your friend is going in to grab, jump or (wave) dash back to avoid. or laser to block him and grab him back, start the combo with and up throw, chase his DI and bair or nair. link it with a shine and downair at low %, bair, fair, nair, or uair to pop him up again or off the stage. and start an edgegaurd. in my opinion, i would do the laser or jump option since falco's dash is so short and almost always gets grabbed. thats what i would do. *******
sorry for the longass comment. and i wouldnt quote myself on any of this. this is all just based off of my experience. if you want to know what you should focus on first, is tech skill in my opinion. Anyway hope this can help in some way.
