I just LOVE Handy Photo. Seriously for me it's the best photo editing app out there.
Forget about all the other apps that only add shitty filters, Handy Photo is basically magic for your photos. One of the (many) features is you can move people/objects or make them disappear from the pic like they were never there (grumpy stepmom on your wedding picture? No problem, edit her out!) and it's so cool.

Handy Photo Does a great job of removiong unwanted bits of photos. Well, more than just bits, big huge bits actually if the background isn't too busy. One of the best editing apps out there if used in unison with Snapseed.

You could try Handy Photo ( https://play.google.com/store/apps/details?id=com.advasoft.handyphoto ). I've removed light poles from scenic photos, etc. with it. I'm not good at using it but the edited pics look pretty darn good.
It's a paid app, but I can't tell you how much, it's free with Play Pass so no price shows for me.
