I find Hello English very interactive ( installed them on my mom's phone keeps her really busy).
These are all accessible on a mobile phone and a good few even have apps (i.e., FluentU, Verbling, Busuu, etc). But if his phone is all he has, there’s plenty of app or learning methods he could use to improve his English.
Hello English one such well-known and non-immersion app that offers interactive audio and video lessons and is recommended to beginners who are interested in improving vocabulary, translation, language learning, grammar, spelling, spoken and reading skills. However, your friend may need to upgrade to a paid version to unlock more lessons after the limited free trial. For a more chat-focused app, he could try out Hello Talk which connects users with native speakers to chat for free, or Innovative Language 101 which offers an easy way to learn grammar and speaking skills through quick lessons when you are on the run.
If he’s comfortable in his learning (see Duolingo or Transparent Language to test current English proficiency if unsure), there are plenty of other tools at his disposal. Oxford Advanced Learner’s Dictionaryis one. It helps expand his vocabulary with very clear definitions and English/British pronunciations and other features (ie. origin or words, translations in other languages, dialect information, etc). Another one is AnkiMobile which allows beginners to effectively study material with flashcards and retain concepts and remember important grammar rules over time. He can also use Quizlet. This app lets users pace their own learning using free card sets or sets made by other online users. which he can help prepare using Brainscape smart flashcards. (Note that, on their own, these apps do little to help learn English, but are fully capable of improving speaking and writing proficiency if paired with effective learning guides. One example is using Hello Talk with Grammarly Keyboard which works as a built-in editor to improve emails, texts, mementos, journal entries.)
