JINA has live folders that place app shortcuts into a folder based on the app category as defined on the Google Play Store listing (e.g., social, weather, entertainment, etc).

It is a must have for me to organise all apps into folders (which it does automatically) once and that setup can then be used with any launcher easily.
JINA and Glextor. Both will automatically organize your apps into Google Play categories, and/or custom categories. JINA is especially good for swipe-out sidebars for all apps & favorite apps. You might want to try out JINA: App Drawer, Sidebar & Folder Organizer. You can use it with any launcher. It sorts apps by their classification in the Play Store. You can use it as your app drawer, side-bar launcher, both, or neither.

I don't think it will let you manually sort individual apps, but as a possible workaround you could tag your apps by color and sort them by tags.
JINA allows you to create folders with custom icons. If your launcher supports widgets, then you can add specific JINA folders as a widget with a custom icon.
For Sidebar, I can't recommend Jina Drawer (Google Play, Free & No Ads) enough. I use the favorites sidebar & enabled option to show recents. It's fully customizable: size, color/wallpaper, trigger area (select 100% transparency to hide), text & icon size, folders, nesting, app & folder icons, etc. It's shortcuts integration is seamless: have mine set to trigger Tasker actions, Nova shortcuts, Shortcut Maker (Google Play, Free & No Ads) shortcuts, including shortcuts for playlists (Spotify, Apple Music, YouTube, etc), Settings/Spotify/App/YouTube/Dive Search, Telegram channels, launch Sesame search, widget drawer, web-apps, etc.
It's been almost a year since I bought the pro key & I'm still trying to learn Tasker, but for now I've been able to get some basic profiles running & prefer to use less battery intensive apps to build & trigger shortcuts whenever possible, and just resort to Tasker when necessary.
If you figure something out for nav gestures pls lmk. I'm on OnePlus & been holding off on updating to 11 (only just released for 6T & 7) & not being able to swipe up to go back anymore (among a myriad of other update bugs OP won't resolve, including VoLTE & calling issues).

And lastly... it's not quite niagara but if you set it up right, you can have multiple widgets and a side bar drawer style app drawer (like niagara has), which is similar - aio launcher.
If you ever find a launcher or app drawer that is similar, please pm me. I'm curious as well. The same thing that you described is one of my biggest disappointments with niagara.
I use JINA. It operates as a drawer replacement app but more importantly, it provides an edge accessible folder panel and a sidebar. With those two features enabled, i rarely have to go through my drawer at all. The sidebar and folder panel pop up via edge gesture and give me all the access to my apps I almost ever need.

This is a little ugly and dated, but it has some interesting features...
JINA automatically creates app folders based on the category tag of an app (for example, Music, Social, News). You can then set the default sort of the apps in that folder (most used, name, etc.). You can then add a widget to that app folder on your home page.
Idk about the launcher. I hear Lawnchair is very light on resources. Regarding the app drawer...well, I recommend JINA Drawer. Highly customizable app drawer with tons of organization features. I've been using it for years and can't go back to stock style app drawers now.
You may want to check out JINA, which has many folder customizations (size, color, sorting, etc.), and can be used with any launcher.

Jina can sort your apps by category automatically or manually.
That said, if you have as many apps as you imply, you probably should do a massive declutter. You don't need 4 reddit apps or 6 browsers, for example. You probably only use very few of the apps you have installed.

JINA custom sidebar, app drawer, and folder organizer. As a Note 9 user, I had the edge panel turned on for years. It started getting wonky a few months ago so I looked for an alternative. This is 10 times better and is customizable. You can also move and resize the edge bars that open the services.
Edge Gestures an absolute must have for me. I'm a full blown gesture user, and I'll never go back to regular nav bar usage. If there is one app that totally transformed the way I used my phone, this is it. Makes your flow between activities seamless. And as an added bonus, it keeps people from screwing with your phone because they can't navigate without knowing your gestures.
Popup Widgets made by the same dev as Edge Gestures and just as impressive, this allows you to use gestures or other means to make widgets only appear when you want to see them, leaving your screen clear of clutter. For instance, swipe up, and open your calendar app. Tap outside the widget to hide it again. Just a fantastic app for people who absolutely have to have a clean UI.

It's not a launcher, and a little complicated, but you might wanna check out JINA app drawer.
I use Jina sidebar for this. Here's a screenshot of my setup with the sidebar on the left, sorted by most recently installed. With the top right button you can sort by name, size, most recently installed (which I usually keep it on), last updated, most used, least used, favorite apps, etc. The bottom four buttons are for voice search, displaying uninstalled/hidden/paid/etc apps, then a button for switching between apps or games or both, and then a button for displaying tagged apps - which you can set manually, or there's an "Automatic Sort" option. And then there's the big search button that pops up a keyboard for searching (which you can disable if you don't want it). It's really customizable in terms of looks, and you can display a lot of information in the sidebar too, like last opened, size, last modified, etc, but I keep mine pretty minimal. I also find the option to display uninstalled apps really useful, since sometimes I'll uninstall something and then decide that I want it back but cant remember what it was called.
It also has a full app drawer replacement with all the sorting and tag features of the sidebar, but you don't have to enable that, and I don't use it. It also has an option to set a swipe "hotspot" on the side of the screen so that you can swipe from the side to open it, but I have it hooked up to FNG for that, since I have a bunch of apps set to open by swiping.
Anyway, there's a lot of options when you first open it and it can seem daunting at first, but if you take 20 min to set it up then it's extremely useful. It might seem like overkill at first, but if you just set it up like mine is then it will do exactly what you want - and being a sidebar is really useful, as you don't have to open up a full screen app just to see your most recently installed apps. It also opens really fast, so that's a plus, and you can uninstall apps from a menu that opens by holding down on them as well.
