I was lucky.
I stalk slickdeals.net looking for deals and I just happened to stumble upon the Moto E deal as soon as it was posted.
At the time, I was looking for a new HDD, but when I saw the E, I thought of all the possibilities of what I could do with and figured it was worth it for $10.
Sure, without root or a BL unlock, I'm limited, but there are still a lot of non-root apps that offer some great functionality. For a web server, this is my favorite hands down: KSWEB
I ran a nice little development server on my E running Vim. The lag was kind of annoying though. Had a ~.5s delay, which when coding gets annoying when everything is delayed by that much. Imagine typing in slow motion. - I wasn't sure of the bottle neck, because shortly after is when I made a new server out of an old netbook.
My new plan is to make it into a webcam for security, but (school > side-projects) right now.
I have played with https://play.google.com/store/apps/details?id=ru.kslabs.ksweb
I installed a WordPress that worked just fine, you might be able to run nextcloud! Or some other open source project that uses php, SQL, Apache.
Of course this also required a wireless network router because the app itself doesn't create a hotspot.
This app does support creating a hotspot @nd it's pretty neat.
