I use Media Studio for this. The feature is called "PNG Sequence" inside the app & lets you choose how many images per second you'd like to extract.
Not sure how many times I've recommended this app, but Media Studio is by far the most complete & full featured video editor I've found on the Play Store. The amount of poor reviews are extremely misleading, though I'm sure many are from people upset that the full version is a somewhat pricey $15 (it is a one-time payment, unlike KineMaster which requires an expensive subscription). I totally understand someone not wanting to pay that much, but the total lack of quality video editors for Android made it an easy buy for me at least.
No bullshit permissions & regular updates are also a plus obviously.
Not nice looking, not easy to use but the most complete video editing app I have found on Android. Freemium model, if you like it deserves paying.

Good video editors are very hard to come by on Android. I've probably tried somewhere between 30-40 different editors & purchased pro versions of more than a handful of them & one thing I can say with total certainty is, it's absolutely pathetic how 99% of these editors completely fail to even incorporate a simple, semi descent trimmer tool, probably the most basic of video editing tools. They're all just loaded with bullshit fucking filters, not unlike the thousands of practically identical photo editors that clog the Play Store.
I truly am baffled as to how no developer has managed to package together a solid, full-fledged video editor for Android yet, but until someone does, there are 2 apps that have proven to hold up pretty well despite some shortcomings.
Ok, don't let the 3.5 overall score or swarm of 1 star reviews fool you, Media Studio is a damn good editor & includes what might be the largest collection of actual editing tools that I've come across, including playback speed controls.
Just gonna say it, the full version is not cheap. The IAPs say $0.99 - $14.99 and I can't remember if it's the full $15 to unlock everything or if there's just some form of donation option included. But if you do feel inclined to pay that much, just know that you'll get way more for your money from this app than basically any of the other seemingly similar editors on the Play Store. Since the majority of features are locked in the free version, take into account that most of those piss poor reviews are from people who refuse to pay anything & are therefore reviewing what amounts to a very small percentage of the app's total features.
The other app is KineMaster. While this app may not be as robust feature-wise, I'm pretty confident in saying it allows for some of the most detailed editing you'll find on Android & the one which will handle what you're looking to do the best.
Now while I have no problem paying for a more expensive app like Media Studio that has served me extremely well over the past year, I refuse to pay an expensive subscription fee, which is what KineMaster Pro requires to unlock some pretty key things. The reason I'm mentioning all this is because I'm not one to normally advocate pirating apps, but there is one cracked app on my devices, & that app is KineMaster. I've gotten each updated version from the same place for nearly a year & never encountered any issues.
So, if you feel confident that I'm not trying to lead you astray or fuck up your device with some malware infested app, I can PM you a link to the apk if you wanna save yourself some a decent chunk of money.
