You can't. This app cannot detect the slider on the OnePlus 3, the author is misinformed.
You can, however use other apps like Notification Slider.
But there is! The app Notification Slider

It works exactly the way you would want it to and can be customized. I just wish that I could set it to down being silent and the top being full ring.
Notification Slider works for me. The only caveat is that you have to have SELinux set to permissive. For that, I use SELinuxModeChanger. I'm rooted, obviously. Running LOS 14.1 with Magisk.
In 3.2.X this app alone could do everything you could want with the alert slider. It is the sole reason I'm still on 3.2.8.
I'd like to not have the OS restrict the usage at all. Without root you could customize all 3 postions of the alert slider with this app.
Want to swap postions? Set one to camera, flashlight, or any app? Mute media volume or alarms in certain positions? All stuff you could do in 3.2.X with that app.
No, the slider is - well - not a button. Closest rootless thing you can get is this, although it doesn't really replace the original functions in my experience.
It's not a Tasker solution but I found an app, Notification Slider, that allows you to set actions for different states of the slider.
It is true that 3.2.4 is a "hotfix"-update, but I'm not sure what it's fixing besides a listed "auto-reboot issue". AFAIK 3.2.2 is not bug-riddled and is what most OP3 users are on now.
Anyway, the battery drain in pocket (plus the accompanying heat) was a big concern for me and therefore the 3.2.2 update was a godsend. Personally I'm encountering no issues at all on 3.2.2.
Sorry I have no concrete evidence or sources.
P.S. the slider behaviour can be modified via the app "Notification Slider" which can be found in the Play Store and doesn't require root to function. Google Play Store link here
I contacted the developer of the Notification Slider app: https://play.google.com/store/apps/details?id=com.seveilith.alertslider, who said he's currently developing a new version for the 5. I'd say keep an eye on it as it only requires root and not Xposed.
They don't even need to add any settings. There's already an app that worked great for it pre-nougat update.
OnePlus just needs to remove the additional alert slider restrictions they added.
OnePlus 3 - fits perfectly within your budget, excellent specs and great value for money:
This allows you to do exactly that.
Better battery life, no alert slider volume tomfoolery (although Carl Pei said that will be fixed soon), alert slider customisation (eg: using it to launch apps via Notification Slider), cursor controls on the navbar (and other navbar customisations), 180° rotation, faster and regular updates (which will likely continue long after OnePlus discontinues support), Privacy Guard (revoke permissions for apps). Plus I like to have a consistent experience across all of my current and previous Android devices (all of them run LineageOS). Finally, I like that LineageOS (and other AOSP ROMs) does not come with any Google Apps by default, as I like to pick and chose which apps I want installed on my /system (I like to exclude the YouTube app for instance).
I also have more faith in the LineageOS dev team compared to OnePlus's dev team. I like that I can see what LineageOS is working on, what issues they're facing etc and I can comment on those changes and discuss them before they get implemented in the ROM. I can even contribute code if I want to. There's a lot more transparency, accountability and community involvement. While OnePlus has a beta programme and that's cool, we still don't get to vote on which issues that we want to get fixed which features that we want to see. For instance, pretty much everyone complained about the Alert Slider issue - which has been going on since last year - but OnePlus completely ignored this until very recently. And it's still not fixed. On the other hand, bugs like these would get fixed very quickly in LineageOS, especially since the OP3 is one of the most poplar devices out there in the dev community.
Finally, LineageOS basically unshackles me from the OEM. I don't like depending on OEM features. All my previous devices were from different manufacturers. My next device may or may not be a OnePlus, and it doesn't bother me because with LineageOS I can migrate my setup almost exactly the way it was on my previous device.
This is the app you are looking for https://play.google.com/store/apps/details?id=com.seveilith.alertslider
You can configure the alert slider with this app: https://play.google.com/store/apps/details?id=com.seveilith.alertslider
Root the device, install Xposed and then use a mod like this:

Install this app. It will give you more control over the included package.
Have you tried using this app? I haven't tried it on Omni Oreo, but it worked well for me on AOSPA Nougat.

Even though it says it won't work it does for me probably because I configured the app before I updated to nougat
Have you tried this app?
For your first problem, Oneplus believes this is a feature. You can either flash a custom rom or solve it in one of the following ways:
