I have launched an app, that is similar to what you are suggesting. My app is a tour guide simulator, so getting users to share the experience of an area is our goal. Unfortunately, what you are suggesting my app does not do, but it will help you tour a location. Its called OuiTour, and here are some links explaining it in further detail.
