There's a phone app available, but it's just a dictionary: https://play.google.com/store/apps/details?id=org.yuttadhammo.cped&hl=en
As you know, Piya Tan is no stranger to the commentaries. Also, while we're at it, the(?) Sinhalese tripitaka appears to be available at tipitaka.wordpress.com.
Either way, I'd urge you to reconsider the value of, at the very least, visually imprinting Pali vocabulary side-by-side with the English. IMO, it greatly clarifies doctrinal analysis, if not still lacking the historical/cultural context provided by the commentaries. Also, contextual study and search for key terms/concepts become much more rigorous, IMO. I'm pretty sure that no translation has succeeded in providing a strictly one-to-one mapping of important and corollary Pali terms to English.
This Android app looks really useful in this regard (if your phone is old enough).
