Planar Conquest is closest to the examples you provided. Similar to Age of Wonders. You select a race and a leader character with special abilities at the start of the game. Then you play turn based on a grid based map where you recruit and move units and upgrade cities. Combat occurs in a smaller map where you control units individually. Your leader participates by casting combat spells. Reminds me of Age of Wonders the most. I believe this is a mobile port of an already existing game.
The app is paid though and has a few starting races. More races are available as in-app purchases. Also, I believe it is better played on a phone with a big screen because the text can be hard to read on small phones.
You should definitely repost this as soon as it is releasedon Linux. A modern Master of Magic, with the spell and unit complexity the original had, will be awesome on it's own and frikking incredible to have on Linux.
The reviews definitely seem better than WoM too, 78% vs 49% positive with the negatives complaining of either complexity or graphics.
Edit: Holy crap, it's on Android.... Whelp I'm probably going to die of a DVT on the toilet thanks to this game.

Impressive review! I'll look into the game.
edit: since I actually got confused on which platforms this game is available, I thought this might help others. It's actually quite a lot.
