I use PokeInfo on mobile. It works, and gives locations. Also has all the moves, with what learns them, types, and whatever. Great if you're always out and going places. Definitely not the best Pokedex, though.
One like this one https://play.google.com/store/apps/details?id=com.brunosousa.pokeinfo&hl=en but instead of pokemon its wow basted from bosses to level 1 pets. They can show where they are located, what they drop, level range, and xp per kill. You can add a "gathering" tab that shows where the best place to mine or gather herbs are and best place to farm for X item.
I use this app: https://play.google.com/store/apps/details?id=com.brunosousa.pokeinfo
It's got a pokédex with stats, learnset, possible evolutions, if a move is physical/special and at which level it learns what move
Unbound has a few changes from the normal ones so it's not 100% exact but You can have a rough outline of a Pokémon capabilities by doing a little bit of research
Another thing that may help is https://pokemonshowdown.com/
You can build teams, experiment with any Pokémon You would like, any moveset and stat configuration, and test them against other players
I am sorry for your loss.

Im an adult and this is an app I use very often when playing Pokemon. There is A LOT to digest and I often forget minor details (like Ill know what a Pokemon evolves into but forget HOW it evolves). It does a good job of itemizing things like moves learned, leveling and what types work best against other types. I hope you find it useful.
Lots. Just open Google Play Store and search for Pokedex. None have the scan feature you mention though.
Some I have used:

I use Pokeinfo and it has everything I need: https://play.google.com/store/apps/details?id=com.brunosousa.pokeinfo&hl=en
let me take a crack at this
> I live in a semi rural area where the strongest trainer who hasn't gone road tripping is level 17 as of today
"Road Tripping" doesn't do anything for your level. Capturing, evolving, hitting pokestops and doing gym battles get you xp
> The problem is there is one trainer who is freaking level 24, has over fifteen 1000+ CP pokemon and 1200+,
Easily doable spending some money. I don't play all that often, and have several about to break 1k, and would have a lot more if I knew what I was doing when I started.
> many of which don't spawn in this area(in evolved form)
Eggs get a random draw, spending money means more eggs at once (min/max thread mention 6 at once) and with incense you can get random stuff from time to time (I got a water pokemon very very far from water)
> whose gyms freeze and won't let you recap
known bug, happened to me twice today
> he's spoofing big time
Possible, but doubtful. Most methods don't work, and it's easy to get caught. In ingress, plenty were banned.. I'm sure they've learned some since then.
> The worst part though is his pokemon in the gyms, you can't level pokemon when they are assigned to a gym yet his somehow increase in power
Have you watched this, or do they seem to be higher the next day. It's very easy for someone with a rounded out team to take out a gym. Even much lower cp pokemon of the right type can smash a gym. Also, you can only put one in per person. So unless he's got a team, his gyms should all be level 1. Could also be he has a friend on another team (hell, maybe he's multi boxing.. but I doubt that). If another person kicks him out, and jumps in for the free coins, the next time he sees it it's only level 1. Him and his team smash it.
I was helping a random group take gyms tonight around 1am at the park. When I left, I was the #3 spot on a lvl 9 gym at cp 970. By the time I drove home (6 minutes maybe) I was already kicked out, and presumed the gym had gone yellow or blue.
> Also when the 1HP bug occurs (only with his gyms) his pokemon not only continue to attack you but increase in power as well.
1hp bug is known and confirmed to be being addressed
> It's making it very difficult to have any fun playing pokemon Go in this town if you are capturing gyms or trying to, because they seem to be hacked when he's holding them and he is magically getting high CP pokemon in an area where it's impossible at this stage to have that many.
First, the only reason to get gyms (aside from bragging rights) is the 10 coins/500 star dust per pokemon per 21hrs. You do get 100xp per leader beat, but you the same for getting pokemon. If you want to beat it, get the right pokemon for the job. You get 6 to swap out on the spot. I'd suggest the app PokeInfo as it has a nice "type" chart. Remember.. a cp 600 electric pokemon will smash a 1000 water pokemon if you play it right.
Second, getting high pokemon is a combination of trainer level, and powering up. If he spams incense and modules and spends all day catching pokemon, he'll level a ton of them. As he gets higher, he starts finding higher ones. I captured a 677 Jolteon, and I've seen people post about capturing 900+. Area has nothing to do with CP level in the wild.
> What should the pokemon Go trainers of my town do?
Spend time leveling up, and if you want to min/max, focus on that. Save lots of easy evolutions, like Pidgey and Rattata, and lots of candy, then use a lucky egg. thats 1,000xp per evolution.. if you don't want to spend money, spend your time hunting pokemon. The higher your level, the better chance you get at stuff in the wild. Use your perma incubator on 2k eggs, and any you earn on 5k and 10k (10k preferably, but I haven't got one still >_<) and camp any stops where someone dropped a module. IIRC it's 50xp per pokestop, so hitting those plus catching will get xp, then every evolution is another 500.
Basically treat it like an mmo. If you want to race to the top, you gotta farm. I've decided I have to top some arrogant guy in our cities local FB group. He's always bragging "team blue" "look at my 1000+ water poke'". So now I plan. I save all my Pidgies for lucky egg time. I set my route for walking my dogs so I hit my current eggs, I always have my phone plugged in, so that any time I leave the house it's on. I capture everything, as every capture is more stardust, and more stardust means more upgrades. If you can, a few bucks here and there will help, just make sure you spend it on lucky eggs first, then incense. Really, from what I've seen, banking a ton of evolutions (with pidgey, every 5 you catch is 500xp, 1,000xp with a lucky egg rolling) is the fastest way to level.
> It is possible this guy is just one of the luckiest most amazing players ever
Lucky? No. Obsessed and driven? Yes. Think of WoW. New expansion comes out, you play 12 hours a day, live on Mt Dew, and your only friends for the next few weeks are in Vent. You finally break into that final raid, amazed that your guild was one of the first to get attuned.
Then some asshole in a full set of Mythic Warforged T17 come flying in on his .01% chance mount and spams his "world first" achievement before proceeding to virtually tea-bag you for the next 10 minutes while you wait for the healer to take the flight path >_<
I use PokeInfo. It's great.
You mentioned a phone? If you have an android phone give this app a shot PokeInfo the information is laid out nicely and is easy to navigate, and a plus you'll be the good aunt that always has her pokedex on hand, when he needs any guidance. Others would be PokemonDatabase or there's always Serebii (both are websites)
Those are the first few that come to mind. The app and database show pictures of the pokemon first and you click on them to find out more information. If you follow Serebii, you will always stay up to date with the latest information.
