I don't think a lot of people might respond, and some people might get offended unless you offer some form of compensation (and "an opportunity to sharpen your skills or gain experience" is not compensation; people might actually swear if you say that). A lot of developers get asked by many people if they could develop something for them by people who think their idea is the next big thing yet can only provide the idea and still expect a majority of the profits. It is a general consensus that success is founded upon execution not the original idea as it is only domain specific knowledge. Thus, for the developer who has to carry out all of the execution for someone's idea without compensation only the agreement of sharing profits is considered to be a slap in the face. This application could possibly require a content management system, text-to-speech, an iOS port, and continuous updates; this is a lot of work for no compensation.

If you are not willing to pay a company to develop your application and instead want a developer to manage the whole life cycle of the product, it's offensive. The developers you would want help from probably already have jobs and commitments. By asking them to use their precious time doing the most work for an idea you won't invest properly into, it feels like they are being treated like garbage.
Started learning Korean for the third time last week. This time I'm using Quizlet to help me learn vocabulary. You can create your own sets or use sets from other people to learn.
I don't know of any apps specifically based on the writings of Norman and Brannigan. My best advice would be to download the Quizlet app and get flashcard sets based on them. I've found several sets based on Brannigans building construction, and Norman's handbook of tactics.

Seconding this. I've tried so many. The only one better for language is either Memrise (more like flashcards and with mnomics) or Dualingo.

I think Quizlet Teacher fits all of your criteria, as long as you're willing to pay $24.99 a year. Of course, most of these features are available to free accounts as well. I will put an asterisk by features that are exclusive to Quizlet Teacher.

Of course, Quizlet is lacking in some areas. There aren't too many exciting features or ways to keep your students motivated. However, personally I find Quizlet very useful, and it sounds like it has the features that you want.
