It's not the prettiest Android app, but RunnerUp (free, no ads, open source) has audio cues to assist with targeting a specific pace.
The app is super configurable so might take a little tweaking to get it set up to your liking. I tried it's pace target audio coaching but think I had the thresholds too tight so was constantly getting told to speed up or down so turned it off 馃槄.
You can also set up distance and time based workouts in it and sync your activities to Strava, etc. if that's your thing.
Runnerup is a great choice. You can program a warmup, active intervals, rests, repetitions, cool-down, etc. It also can record gps data and heart rate, and upload to runalyze, Strava, Nike run club, etc.
It's on Android only https://play.google.com/store/apps/details?id=org.runnerup
Si tu as Android, je te conseille fortement l'application RunnerUp.
>Is there a solution to this? Maybe an app that filters out speeds below 5 km/h if they last more than 2 seconds.
If you're on Android, see if RunnerUp works for you. It's not a very pretty app but it's way more feature packed (see below) and configurable than activity tracking in Strava and it's also open-source, ad-free and costs nothing, I haven't used it but its configurable auto-pause should be useful to you. You can also auto (or manually) sync activities back to Strava if you need to.
Some of RunnerUp's other features include:

RunnerUp er OS, uden reklamer og p氓st氓r at v忙re uden tracking. Det kan du jo s氓 verificere ved at kigge koden igennem.
Looking for an app that gps tracks how far I've run, my pace, etc. I don't mind paying a flat price for it (not subscription).
What I don't want is:
1) The app collecting all of my personal data
2) Any social network stuff - I don't need bells and whistles, I just want to track my pace and distance
Does anyone know of an app like this? All of the ones I've seen either break #1 or #2, and/or cost a subscription
EDIT: I'm going to try RunnerUp. Open-source, no social media, and claims to not track user data: https://play.google.com/store/apps/details?id=org.runnerup&hl=en_US
Looks like RunnerUp could fit the bill
And here's it's github page https://github.com/jonasoreland/runnerup

RunnerUp is free and open-source and connects to all kinds of services if you want it to. That UI though...
I use runner up for this : https://play.google.com/store/apps/details?id=org.runnerup it integrates with nearly all other running portals
RunnerUp

Open source. It can upload the runs to Strava, Runkeeper etc. I use it to track my runs. Upload to Runkeeper for social purpose and open the app if I want to see some summary.
