I also tried Nice Simple Photo Widget for a while but didn't like it as much.
On Android, I took a photo of my CDC card, installed Shortcut Image and then used it to make a home screen shortcut to the photo

It does almost exactly what you described. On your home screen, you create a widget of the photo you want. When you click on it, the photo opens in Google Photos.
