Superior tactics & Star Armada

Both are 2D (ST is side on and SA is top down) and both feature ship building and development.

Cannot wait for new offical Homeworld gaming to come to android.

Sounds like what you're looking for. Very enjoyable game, though it's pretty easy once you unlock cluster missiles and spam them

~~Dunno if this is fit to be here or a post of its own, but I'm looking for a specific game. It was a 2d spaceship fighting game, where you have a couple ships you can buy, upgrade shields, change what weapons it has, and all sorts of shit. The fights took place above a flat ground where you could buy buildings that would support your ships. It had a ton of different levels to it.
